I find it silly to rank people according to their "evilness," but as far as psychopathic, monstrous, genocidal dictators are concerned, Ante Pavelić (Croatia, 1941-1945) and his Ustaše killers basically orchestrated a slaughter of Jews, Serbs, Romani people, dissidents, etc. in which they used methods which even some Nazi officials described as "bestial." The only reason Pavelić's genocide is less known is because it occurred on a smaller scale, but that’s solely due to country's smaller population. There was no difference between him and Hitler.

That the Vatican granted him a clerical passport which he then used to escape to Argentina is one of the darkest, most shameful decisions in its history.

Agreed. Could someone like Fisch have done more damage than Hitler given the opportunity? Possibly. But he didn't, so we've got to go with evil that has actually occurred, rather than potential evil.

President Fish sounds like a scary timeline.

This is a very true and very thoughtful post. Pavelić was a true monster.

Tyrants/Conquerers/Raiders and Serial Killers/Brutal Murderers... besides those two broad categories, can any other category come close?
