This is a tough one. Perot got less than half the support he did the first time.

A Bush 92/Perot 96 vote could've come from a moderate/liberal northern (northeastern in particular) Republican that thought the GOP from 1993-96 drifted too far to the right. A Clinton 92/Perot 96 voter was likely a conservadem that was alienated by the social liberalism of Clinton but wasn't quite ready to vote Republican yet either.

I would have done this since Bush was polling ahead of Perot at the end. Under RCV, I prefer Perot in both races though.
