Arctic Circle Treaty

1. A mutual defense treaty is hereby entered into between Atlasia, Canada, the United Kingdom, Iceland, Denmark, Norway, Sweden, and Finland. This treaty shall create the unified military command Arctic Circle Treaty Organization (ACTO).

2. The binding terms and contents of this treaty shall be, mutatis mutandis, the same as is found in the North Atlantic Treaty and bylaws and modifications made thereto.

3. For purposes of this treaty, ACTO may coordinate with NATO to the maximum extent permitted by NATO.

4. This treaty shall take effect upon the ratification of all member parties.

Negotiations of this treaty have been ongoing for months behind the scenes and the GMs have confirmed all parties are in agreement. Finland and Sweden wished to join NATO but Hungary opposed any new members. So this would create a NATO for arctic circle countries which means Hungary has no say. It permits joint military operations with NATO however which does not require a NATO Amendment so we get around Hungary.

Does Ireland want to join the ACTO? Secondly, this could be a good opportunity to include Japan as well, given they're no part of NATO (unless there's an east-asian equivalent of NATO already).

As far I'm aware, no one approached the GM team in regards to either Ireland or Japan for this alliance or any equivalent thereof, so no comment from (well, me anyways. Not going to speak for Weatherboy or Forumlurker at this time.)
