This small suburb in Northern Anderson County is much more Democratic than its surroundings. The vast majority of the city is in a precinct which voted for Biden, though the city as a whole narrowly voted for Trump.

Why is this city so liberal relative to it's context? Is it somehow much more attractive to Oak Ridge Lab employees?

It appears it was a planned community for the TVA, not sure if that's relevant.

Not sure if this fully answers your question, but on wiki it says "Today Norris primarily serves as a bedroom community for Knoxville and Oak Ridge". It also seems particularly beautiful and has a slightly higher median income than neighboring communities, so perhaps it's one of those ruralish liberal enclaves.

It also seems particularly beautiful and has a slightly higher median income than neighboring communities, so perhaps it's one of those ruralish liberal enclaves.

I could also see some residual pockets of ancestral Democrats with a fond memory there of the TVA. Maybe there is some relevance there.
