In terms of infrastructure it probably surpassed America in the late 2000's.

In terms of real income who knows, Japan had almost twice the average income of an american in the early 1990's, now it's a bit poor for a western country.

Apart from microstates and oil kingdoms, it's very difficult to surpass america in per capita income because it has the most natural resources, so it has large economic foundations.

China may actually have a problem of too much infrastructure in the future as the demographic reality fails to allow Chinese society to maintain many places, similar to the Great Plains of today but on a much vaster scale.
