The federal bankruptcy code shall not be interpreted as preempting any Region from exempting certain additional classes of household chattels or effects from levy pursuant to a bankruptcy, provided the total value of such additional exemptions do not exceed 20% of the total assets of the debtor.

This clarifies that the Regions are not preempted from enacting greater protections for debtors under bankruptcy and the Fair Debt Collection Act than are found in federal law.
