Lets see on a case by case basis in the 19th century.

Britain:

Too Dickensian, the most incompetent foreign and domestic policy after 1815, probably the place to be at the start of the century.

France:
Energetic Liberal monarchs, lots of Parisian revolts, came second on everything, probably the place to be in the middle of the century.

America:
Too cruel especially towards minorities, lots of potential, very energetic but very violent, especially in the middle of the century.

Austria:
Too oppressive before 1867, did great strides afterwards, probably the place to be towards the end of the century.

Japan:
An oppressive non-entity then, but had a mesmerizing trasformation, it had the equivalent journey of a farmer child to the big city.

Prussia:

All the negatives of Britain, America and Japan, coffee fueled german lutheran fanatics.

Russia:

One of the worst places on earth

Italy:

A non-entity then, very romantic but rubbish, destabilised the whole of europe with it's domestic incompetence.

Turkey:

Probably not a great power at that time.

On balance I would say France, because although it never really was No1 it was competitive on everything, from start to finish.

Shouldn't Turkey, Spain, Portugal, Qing China, the Netherlands, and Belgium (if not also Brazil or a couple others) also be candidates on this list?
