Lets see on a case by case basis in the 19th century.
Britain:
Too Dickensian, the most incompetent foreign and domestic policy after 1815, probably the place to be at the start of the century.
France: Energetic Liberal monarchs, lots of Parisian revolts, came second on everything, probably the place to be in the middle of the century.
America: Too cruel especially towards minorities, lots of potential, very energetic but very violent, especially in the middle of the century.
Austria: Too oppressive before 1867, did great strides afterwards, probably the place to be towards the end of the century.
Japan: An oppressive non-entity then, but had a mesmerizing trasformation, it had the equivalent journey of a farmer child to the big city.
Prussia:
All the negatives of Britain, America and Japan, coffee fueled german lutheran fanatics.
Russia:
One of the worst places on earth
Italy:
A non-entity then, very romantic but rubbish, destabilised the whole of europe with it's domestic incompetence.
Turkey:
Probably not a great power at that time.
On balance I would say France, because although it never really was No1 it was competitive on everything, from start to finish.
