It was a Republican-leaning state at the time, at least at the presidential level. Bill Clinton's win in 1996 with 46% of the vote was pretty much a fluke due to Ross Perot. However, the Gore campaign towards the end narrowed their targets too much, in my opinion. I think they abandoned Ohio in October as well.

Because they're both Republicans, McCain would have said "Oh I endorse George W. Bush" instead backing Gore...

McCain hated rival Bush was on the ballot.

McCain endorsed Bush, spoke in favor of Bush at the Republican convention, and did some campaigning for Bush. People speculated that McCain, inwardly, was angry. But we don't really know what he was thinking. Outwardly, he supported Bush

Arizona was never as close as Democrats thought it could be until 2016.  In fact it trended to the right from 1996 to 2012.
