There aren't many ways to do this while keeping geographic logic, but one can quibble on the margins for sure. The easiest way that comes to mind is this:

District I - Aosta Valley, Piedmont, Liguria, western Lombardy (Milan/Monza/Varese/Lodi/Pavia provinces)
District II - northern/eastern Lombardy (Como/Lecco/Sondrio/Bergamo/Brescia/Cremona/Mantova), Trentino-South Tyrol, Veneto, Friuli-Venezia Giulia
District III - Emilia-Romagna, Tuscany, Umbria, Marche, part of Lazio (Rieti/Viterbo), most of Abruzzo (L'Aquila/Teramo/Pescara)
District IV - the rest of Lazio (Rome/Frosinone/Latina), the remaining province of Abruzzo (Chieti), Molise, Campania, one province in Apulia (Foggia)
District V - the rest of Apulia (Bari/Barletta-Andria-Trani/Brindisi/Lecce/Taranto), Basilicata, Calabria, Sicily, Sardinia

Although personally I would flip the province of Piacenza in western Emilia from III to I and my own province of La Spezia from I to III, partly because the border looks more compact and neat and partly because I'd rather be with Tuscany and the Centre than with Greater Milan. A map may come in the following days.

Nothing beats a good pasta al sugo, or maybe pasta with seafood for a fancier answer. My favourite type of fusion cuisine as of now is probably Senegalese-Indian although it has not been invented yet.

Also what would be your ideal Italian party system?

I don't think I can answer this question properly, but I really would like a boring old labour party.
