If former governor George Deukmejian, who was not affected by term limits after not running again in 1990 sought a third non-consecutive term in 1998, could he have kept the governor's chair for the Republicans? Gray Davis easily defeated Dan Lungreen that year, ending 16 years of Republican governorships. But Lungreen was a weak candidate and too conservative for California at the time. However, Deukmejian was popular during his term.

Deukemjian wasn't overwhelmingly popular towards the end of his term, if I remember correctly. I think he wouldn't have lost by nearly 20 pts like Lungreen, but still lost. Perhaps ~52-46%.
