Section 1: The Anti-Corruption Act
This bill will be cited as the Anti-Corruption Act

Section 2: Requirements

Section A: Stop Political Bribery

A. Makes it illegal for politicians to take money from lobbyists
B. Bans any politician from becoming a lobbyist
C. Prohibits corporations from being able to donate to Lincoln politicians

Section A: End secret money
A. Requires all political donations to become public
B. Prohibits groups from endorsing political campaigns with the exception of labor unions or co-ops
C. Prohibits donors from receiving campaign donations from outside of Lincoln
D. Sets up publicly funded elections for Lincoln elections

Section B: Fix Our Broken Elections
A. Bans gerrymandering
B. Implements Ranked Choice Voting in all regional elections
C. Implements a maximum of 8 consecutive terms for public office with the opportunity to run again after taking a one-term hiatus.

Section C: Level the Playing Field
A. Crack down on Super PAC'S
B. Eliminate lobbyist loopholes
C. Strengthen anti-corruption enforcement

Section 3: Effective Date
This should take place effective immediately

What exactly is being meant with a maximum of 8 consecutive terms for public office.

Does that mean all "public offices", so different consecutive mandates (4 terms of LGC followed by 4 terms of governor).

What public offices will be affected, does that include senatorial elections? And how do you deal with possible loopholes with at large senatorial elections combined senatorial elections organized within the region?

Does this law affect people residing in Lincoln running for federal elections, and thus having effect on all Lincoln residents or solely on Lincoln elections? (not sure if the former even is constitutionally possible)

Lastly, elections for Lincoln General Court take place more frequently, so i'd like to address the fact that senatorial elections and gubernational elections take place less frequently and thus a divide on "consecutive terms" based on what office one runs for, given that it discriminates people on Lincoln General Court.

An additional problem with term limits here is that activity might be affected, and that a lot of elections already are not competitive, and not having term limits isn't really the reason to why that is.

All of this either already exists, would require a constitutional amendment to implement, or is vague on how exactly it would work. I'll be a No.

I would to start remove section B, gerrymandering isn't really relevant and has little to do with corruption as well as the other content in section B, which I think would be better handled if done separately if the desire to do that is there, and since section B would require extensive debate while I don't think it would reflect the spirit of the bill.

I cannot promise i'll vote for this, but to give the act a higher chance of success, i would propose the following amendment to start with

Agree with the Laki amendment. From what I'm aware of, Section B — which the amendment removes — is the only part that would require an amendment to the regional constitution.

No objection to the amendment.

I would still need some sort of specification on how much we will be spending to 'publicly fund elections' to consider voting for this. A definition in the legislation for 'lobbyist' would also be helpful.
