In order for an amendment to be bipartisan, it has to have bipartisan support. And considering most, if not all Republicans and some, if not most Democrats support discrimination on the basis of gender identity...
Discrimination on gender grounds is just too engrained as a potentially useful tool in the minds of a lot of people for it to be banned. Perhaps ironically, I see more Rs supporting something like this than Ds, given how many things falling under the category of discrimination as seen as helpful in giving opportunity to women from the POV of many Democrats (quotas, etc).
