Turn I (24 BBY):
“The Republic is not what it once was.”-Sheev Palpatine

The Republic in crisis! Several months ago, former Jedi Master turned political leader Count Dooku of Serreno delivered the Raxus Address. In his speech, Dooku shed light on the corruption and cronyism of the Galactic Senate and condemned its lack of focus on the growing lawlessness outside of the Core Worlds. Dooku’s words have resonated throughout the Mid and Outer rims, with thousands of star systems seceding from The Republic to join the Confederacy of Systems. As the Confederacy solidifies itself as a self-governing body, its newly elected senate will decide what course to take, whether to open itself up to foreign capital and stabilize the fiscal situation or to remain pure to its political ideals.

Meanwhile, Chancellor Sheev Palpatine processes how to deal with this crisis. The former Senator from Naboo was sweeped into office eight years ago through a vote of no confidence in Chancellor Finis Valorum’s leadership. At the time, the new Chancellor was seen as a breath of fresh air who could work through the bureaucracy of the Courts and the Senate. However, this recent crisis has caused some to see his leadership as just as ineffective as any recent Chancellor. Still, he remains quite popular among the citizens of The Republic and wields great influence in the Senate.

With his term fast expiring, Palpatine must decide his next course of action. Ambitious politicians from both the Core and Rim factions are itching to get a chance at the Chancellorship, however, likely no candidate will have the consensus needed to govern in this time of crisis. The Rim faction especially, faces severe criticism that its political rhetoric led to the conditions needed for the formation of the CIS. The corporations with a voice in the senate will also seek to exert their influence in the process. Whatever their move, the future of The Republic remains in doubt….

Galactic Control Map:

Character Sheets+info for Turn 1

Chancellor Sheev Palpatine:

You are Sheev Palpatine, Chancellor of the Galactic Republic for the last 8 years. You were previously Senator for your home planet of Naboo before an invasion and occupation of the planet by the Trade Federation. The then-Queen (now Senator) Amidala’s testimony before the Senate fell on deaf ears, leading to a motion of no confidence in then-Chancellor Valorum’s leadership. You were subsequently elected Chancellor over Senator Bail Antilles of Alderaan.

Despite you being a longtime member of the Core Faction, most of your support over Senator Antilles came from Senators of the Rim Faction, hoping you would be more sympathetic to their interests. However, since taking office you have stayed close to your Core Faction roots in terms of policy, favoring greater centralization of government. You have remained consistent in your condemnations of corruption and bureaucracy, having granted your own Justice Department greater power and stripping that of the Court system. These efforts have gained you adoration from the citizens of The Republic, which in turn has given you the ability to set policy for the Senate, as most elected Senators fear publicly rebuking your stances.

After 8 years of relatively steady times, the explosion of the secession crisis at the hands of Count Dooku has sent your final months in the Chancellorship into a tailspin. Some blame you for the crisis, arguing the removal of Valorum at your hands has emboldened this kind of populist politics. While your approvals still remain strong, your final months as Chancellor will determine your legacy. Or will they?

One of the main powers you hold as Chancellor is the ability to summon the Senate for a special session. There’s been much speculation that due to the lack of unifying candidates to succeed you, you could summon a special session to grant yourself emergency powers and suspend the election of a new Chancellor. Such a move would be bold, but if handled properly could unite The Republic and solidify your power. Alternatively, you could nominate a candidate loyal to you, such as Vice Chair of the Senate Palpatine or your Chief of Staff Sly Moore. This could save you political capital while still placing yourself close to the Chancellor’s Office.

As Chief of State of The Republic you also serve as the chief advisor to the Jedi Order and the Judicial Forces. This puts the responsibility on your shoulders for managing The Republic’s thinning peacekeeping forces in this time of crisis. Currently at the top of your docket is the murder of several Judicial Forces officers by rebels on Ansion. Will you request Jedi and/or further Forces envoys to defuse the situation? Or is it not worth the risk of inflaming the situation?

Example Character Actions:
Call a special session of the Senate
Make a public address
Advise military/peacekeeping operations
Engage in diplomacy

The Core Faction:

You are the Core Faction, one of the two major political factions in the Galactic Senate. You currently hold the majority in the senate, however the disunity in your faction often gets in the way of passing any agenda. Your faction represents the systems closer to the center of the galaxy, particularly among human-dominated populations.

Your ideology generally favors greater taxation and economic centralization, as well as opposition to non-elected Senators. However, your party has some severe ideological diversions, including on Chancellor Palpatine’s anti-corruption efforts and recently, the appropriate response to the secession crisis. More of the old guard of the party see the formation of the CIS as another in a long line of offenses by the Rim worlds. This wing of the party is calling for some form of a military response, including anything from mobilization of the Jedi to drafting loyal Rim world militias into an official standing army of The Republic. Conversely, the reformist faction opposes military preparedness, preferring to continue to fund public services and preserving The Republic’s surplus. Towing the line between different wings of your faction is essential to keeping your coalition united.

Your faction’s congress will be held soon, in which the faction’s candidate for Chancellor will be nominated. Two leading candidates have emerged, Mee Deechi of Umbara and Mon Mothma of Chandrila. Deechi represents a Separatist-controlled world and would be an unusual candidate for Core Faction leader as a non-human. His status as a Senator-In-Exile has led to him having a hardline stance against the Separatist alliance, favoring immediate military intervention to bring the planets back under Republic control. Senator Mothma has criticized the soundness of his military budget, however her stance is unpopular among the general public. Whoever is nominated, regardless of whether they are elected Chancellor or not, will become de facto leader of the Faction for the next senate term. Whichever direction the Core Faction takes could radically change the face of The Republic’s politics.

Example Character Actions:
Introduce legislation
Make public statements
Meet/send messages to the Chancellor

The Rim Faction:

You are the Rim Faction, one of the two major political factions in the Galactic Senate. Your faction appeals to the interests of the Outer and Mid Rims, favoring expanding trade routes to bring jobs and development to backwater planets and opposing increased government spending. As you are currently in the minority, you are unable to advance your personal agenda, however, due to the disorganized nature of the Senate’s political factions, members of your party will often be involved in negotiations on legislation. Significantly more of your caucus come from un-elected seats than the Core Faction, giving you a solid baseline in the Senate but also necessitating your continued defense of the practice

As the Chancery Election approaches, your party has severely declined in popularity, as many see your past accusations of cronyism toward the Core worlds as fueling the rhetoric that has led to the secession crisis. Your attempts to distance yourself from the ideology of Count Dooku have felt disingenuous to many.

Currently your faction leader, Orn Free Taa of Ryloth, plans to stand for the Chancellorship. As you are in the minority, it appears unlikely Taa will be elected, but if there is significant division among the Core Faction your name could be out into contention. As you contest the race, you will have to decide what tone to set for your faction. Will you come out swinging wholeheartedly against the CIS to improve your image in the Core Worlds? Or will you walk a thin line between both sides so as not anger your base and possibly cause more Separatist defections?

Example Character Actions:
Introduce legislation
Make public statements
Meet/send messages to the Chancellor

The Jedi Council:

You are the Jedi Council, the deliberative body of the guardians of peace and justice in the galaxy. You are masters of the force, the energy field that sustains all life in the universe. You are loyal to the Galactic Republic, serving as its peacekeeping force and reporting directly to the Galactic Senate. You are also looked up to as spiritual leaders, guiding the galaxy through your wisdom. For the purposes of this game, all public statements and in-character negotiation will be as the head of the order, Grandmaster Yoda.

With the recent turmoil in the galaxy, your ranks are increasingly spread thin. With the formation of the CIS being caused by the former Jedi Master and pupil of Yoda, Count Dooku, trust in your institution has been shaken. You must address these concerns and put to bed any ideas of dissent within your order. You must also coordinate with the Chancellor to discuss the best response to the situation on Ansion, in which several Judicial Forces officers have been killed by rebels.

Example Character Actions:
Deploy Jedi
Meet with the Chancellor
Address the senate
Make public statements

Count Dooku:

You are Count Dooku of Serenno, head of state of the Confederacy of Independent Citizens. Beginning your life in a wealthy noble family, you were recruited into the Jedi Order. You were the apprentice of Grandmaster Yoda and served the order for decades. However, after the death of your former Apprentice Qui-Gon Jinn, you left the order, returning to your life on Serenno. After leaving the order, you began to speak more freely your views on The Republic, condemning its corruption and favoritism to Core World elites. You became a political icon, culminating in the Raxus Address in which you outright condemned the Senate and the Jedi Council. This set in motion the founding of the Confederacy of Independent Systems.

Since the Confederacy’s founding, you have been placed as Head of State of the Confederacy's government, presiding over the Separatist Senate and serving as an ambassador for the Confederacy’s efforts to expand their borders. Currently your position wields little real power, however that may be reconsidered by the newly formed senate. Your popularity with the citizens of the Confederacy will likely allow you to set the agenda for the Senate.

Currently, your primary goal is using your connections and skill of diplomacy to stabilize the Confederacy’s economic situation. The Confederacy’s formation immediately triggered the Banking Clan to freeze seceding planet’s assets, as per their exclusivity deal with The Republic. In addition, several trade routes have been cut off to your territory. The most obvious remedy is to secure the annexation of the Eriadu system, the intersection of the Hydian Way and the Rimma Trade Route. However, the regional Governor Wilhuff Tarkin is a cunning man and will not be easily swayed by political rhetoric. Instead, you must inspire the people of the planet to rally to the Separatist cause and make The Republic’s hold untenable. Only then can Tarkin possibly be convinced.

Example Character Actions:
Engage in diplomacy
Summon a special meeting of the Senate
Make public statements

The Separatist Senate:

You are the Separatist Senate, the newly formed legislative body of the Confederacy of Independent Systems. Your membership consists of appointed delegates from every system that has signed on to your cause. Deliberating from your chamber on Raxus Secundus, you are the arbiter of policy within the Confederacy.

As recently formed as your government is, it is unclear the direction it will take. The most pressing matter is the election of Congress Leader. Already two factions have begun to arise within the legislature, the Peace and War factions. The Peace faction, led by Mina Bonteri hopes to see the Confederacy as what The Republic should have been. Her faction calls for creating a society free of corruption and corporate influence within The Confederacy and is unconcerned with further expansion, except that which occurs naturally through political persuasion. Conversely, the War Faction, led by Voe Atell, views The Republic as an existential threat to the Confederacy and calls for establishing an official army of The Separatist Alliance. They also call for lifting restrictions on trade and corporate power to attract conglomerates like the Trade Federation and the Commerce Guild to stabilize the economic situation.

Three major candidates have emerged for the position of Congress Leader. Bonteri and Atell both are representing their respective factions in the race, in addition to these two there is the candidacy of Bec Lawise, a veteran politician who attempts to stay above the ideological fray and focus on the key principle of regional sovereignty that united the Confederacy. Whatever the choice of the Senate, the new Congress Leader will need to quickly formulate a response to the rapidly escalating situation on Ansion in which several Republic Judicial Forces officers have been killed by pro-Separatist rebels. Will you condemn this violence, or will you indicate sympathies for guerilla actions?

Example Character Actions:
Engage in diplomacy
Pass legislation

The Hutt Clan:

You are Jabba of the Hutt Clan. You are the most powerful and most-respected member of the Hutt Council, the deliberative body of the gangster family of the Hutts. The Hutts control a large sector of the galaxy known as Hutt Space, in which your criminal enterprise goes undisturbed. You facilitate a number of illicit activities, including the slave trade and smuggling, however The Republic is far too understaffed to enforce its laws onto your territory. You also wield immense influence with the Bounty Hunter’s Guild, and are always likely to be able to attain any hunter you want for a specific job.

With the secession crisis in full swing, you must act very carefully to preserve your criminal enterprise. The formation of the Separatists could either be a boon or a severe hindrance to your efforts. The Separatist borders are encroaching on Hutt space, and many of your smugglers are concerned that reformists within the Separatist Senate will attempt to enforce The Republic’s anti-trafficking laws. You must do what it takes to ensure this doesn’t happen, whether that be through intimidation or coercion, possibly offering protection of the CIS’s trade routes.

You must also determine the best response to the situation on Ansion. Currently the pro-CIS militia groups which murdered several Judcial Forces officers have also taken it upon themselves to act as a local police force in areas. Several of your smugglers have been executed, severely hurting your profits. Will you attempt to deal with these militias yourself, with your bounty hunter network? Or will you step aside and be careful not to interfere with an active situation involving Republic forces?

Example Character Actions:
Make Public Statements
Deploy Enforcer Units
Determine Hutt Space Policy

Pyke Syndicate:

You are Lom Pyke, leader of the Pyke Syndicate on Oba Diah. You run a large trafficking enterprise, mostly dealing in illegal spices. You sport a large detachment of troops and enforcers to defend your operation, however have little connections or allies outside of yourself. Unlike the Hutt Clan, Republic Forces have continued to actively bust your operations and prevent you from gaining a foothold as one of the major criminal organizations in the galaxy.

With the Separatist secession, opportunities have arisen. The Separatist Senate still debates its policy on drug trafficking, with many believing that their laissez-faire principles should extend to narcotics. You could position your drug trade as a way to bolster the flailing Separatist economy, and give yourself a legal cover to operate in much of the galaxy. However you must be careful, throwing in too heavily with the Separatist cause may be the straw that breaks the Eopie’s back and prompt The Republic to depose your criminal regime on Oba Diah.

Example Character Actions:
Make Public Statements
Deploy Enforcer Units
Regulate Drug Running

New Mandalorians:

You are Duchess Satine of Mandalore. You are the leader of a political movement on your homeworld known as the New Mandalorians. For generations, Mandalore has been known as a planet of violence and aggressive diplomacy. Decades ago, the New Mandalorians clashed with the traditional warriors in what became a planetary civil war. Eventually, the warriors were defeated and exiled to the moon of Concordia. Your family, once nobles on another world, was appointed as the leaders of the New Mandalorians. Upon your defeat of the warriors, you became Duchess of Mandalore, a title you have held since.

Your time as Duchess has earned you adoration from the people of Mandalore. Gone are the days of violence, as order and prosperity reign throughout the planet. Your success story has earned you respect from the people of several other Outer and Mid Rim worlds as well. As the secession crisis escalates, you hold a unique position as a potential peace-broker. Because you are well-regarded both in the Galactic Senate and among the people of worlds contemplating joining the CIS, as well as your success in uniting your own people, many see you as someone who can bring both sides together. You also sport only a small security force on your homeworld, putting you at low chance for potential invasion should it come to war. Will you focus your efforts in this regard on opposing Republic armament or making a plea to contested worlds like Ansion and Eriadu to remain in The Republic?

Example Character Actions:
Make Public Statements
Engage in Diplomacy
Set Planetary Policy

The Bounty Hunter’s Guild:

If at any point your faction wishes to hire a Bounty Hunter to do their dirty work, they should PM the GM. From there you may hire one or several of the Bounty Hunters listed available in the Sheet below. Different Hunters each have a certain specialty, Assasination, Investigation or Enforcement. Assassination hunters are better if you need someone stealthy who can silently take out your enemies. Investigation hunters are good at unraveling mysteries and tracking down and retrieving missing targets. Enforcement hunters are most adept at protecting payloads, people; anyone who requires some extra muscle.

Different Hunters come at different costs, indicating their skill level. Most factions can hire any hunter at any time, however if they are struggling particularly financially, the GM may make a ruling that that hunter is off-limits for the time being. Be warned that hunters can also die on the job, taking them off the board for the rest of the game.

The Trade Federation:

You are Viceroy Nute Gunray of the Trade Federation. The Trade Federation is a corporate conglomerate that controls all trade routes throughout the galaxy. You are governed by an inner circle of Nemoidian businessmen who work to regulate trade as they see fit. Your influence has also guaranteed you a seat in the Galactic Senate of the Republic. Your organization also sports a large army of B-1 Battle Droids and a fleet of Lucrehulk-class battleships.

Eight years ago, in protest of the Galactic Senate’s passage of Prop 31-814D, you ordered a blockade and ground invasion of the planet of Naboo. After several months of occupation your forces were defeated by a coalition of Jedi, local security forces and the Gungan grand army. After your arrest, many assumed you would be removed as Viceroy, especially after reports emerged of collaboration with a mysterious Iridonian Sith assassin. However, your resources and the incompetence of the Republic’s court systems have prevented you from being prosecuted and you remain in your position of power as Viceroy. The trials remain ongoing.

With the recent crisis, your organization has opportunities to pull ahead again. With the disruption of trade routes by the CIS, both the Republic and the CIS will be turning to you. From your position, you could offer favoritism in trade routes in exchange for priorities, such as clearing the Trade Federation of any criminal liability in the invasion of Naboo or removing tariffs on your trade routes. As you possess one of the largest standing armies in the Galaxy, both sides will be eager to negotiate a contract for mass production of your machines. In any case, you have many options.

Example Character Actions:
Lobby legislators
Regulate tariffs
Deploy enforcer units

Snapping Bonds

The Rim had always been the abused child of the Galactic Republic, a polity that from creation was tied nolens volens to the Core. Such was the relationship between an industrial region and its colonized space: the latter was to trade their resources to feed the factories of the former and become a new home for their excess population. Naturally, the unequal distribution of power caused friction. History was bestrewn with examples where Rim-dominated rebellions were put away by the coercive forces of the Republic and their Jedi Knights.

Beneath the surface of a thousand years of peace, the Galactic Senate ate a seismic wave of fresh-eyed reformists and spat out corruption that was comical. Neglected sectors were privy to a stream of scandals that came from Coruscant. Canny HoloNet journalists poked and prodded at mysterious accounts that siphoned public credits to the void. Credits that could have helped faraway world expand services and build up a self-reliant economy. Everyone knew that for one senator caught taking a bribe, there would be many more in the shadows who escaped the weak hand of republican justice.

The elite in the Rim debated the merit of independence behind smoky rooms. Of that group, the members most in favor of a divorce–amicable or not–were the young and ambitious. They were beings that made their reputation in Naboo’s traumatic cauldron, where the questions of sovereignty, federal responsibilities, and corporate power intermingled after the Trade Federation’s “blockade” of the titular planet. Their conservative counterparts were the not-so-fresh reformists. To the charge of inefficiency, they begged time to develop the Rim’s lobby inside the Senate. Haste was the enemy more so than the Republic’s institutional faults, which they admitted freely were many but salvageable inside rather than out.

Since Coruscant claimed to be a democracy, the cry of the proto-confederates became: “Why are we not heard?” As reform was increasingly unpopular, the esteem of those in favor of insurrection rose. They were fire-eaters with an itchy trigger finger: in the time leading to Dooku’s speech on Raxus, political violence had reached an all-time high. Loyalist and Separatist bands engaged in an uncoordinated mixture of protests and assassinations. It was a brutal exchange from a savage era.

The majority inside the nascent Confederacy of Independent Systems lacked a rigid ideology. They were, of course, radical to suggest an open breach. Their conception of a state outside the Republic, who had earned their mutual contempt, lacked a consensus. The three protagonists that wrestled for intellectual supremacy underneath Count Dooku’s unifying presence were Mina Bonteri, Voe Atell, and Bec Lawise. Each was governed by a separate fear.

Mina’s principal worry was the cost of rebellion. Her mentors were the old reformers, and even when she had broken with them, their fingerprints were all over her mind. The aversion to corporate governance was a consequence of their teachings, too. A war would demand the CIS align with and excuse the excesses of men like Viceroy Gunray. The Confederacy, to her, was a break with the past and not its continuation.

Voe dreaded the wrath emanating in the Core. It was absurd to think the CIS could live in peace with a Republic that had militarists like the Tarkins in command. They would push the envelope on conflict regardless of what the Confederacy wanted. Safety required an army capable of crushing enemies domestic and foreign. If that required concessions to those capable of arming the Separatists, she would bite the bullet gladly.

The factionalism between Peace and War spooked local leaders. They were not about to sacrifice their dreams on the altar of Mina and Voe’s abstract principles. A committee in favor of a third candidate, Bec Lawise, tried to knit together a workable compromise. His platform was to mirror the Republic’s behavior toward independence: they would develop a military should the Republic do so; they would fight should the Republic dare to arrest their movement.

Delegates from the three fanned out to secure vital support from neutral worlds. Surprisingly, the candidacy of Voe was the one to falter first in the campaign for Speaker. Despite mean-spirited rumors from the Mina camp that she was buying support, the specter of civil war was an unappealing prospect. Supreme Chancellor Palpatine did not sound like a warmonger. Unless a drastic incident were to occur, the Congress was content to mitigate any violent outburst to win public support.

Mina Bonteri was hale when the first round ended. She had effectively muzzled the War Faction for the time being. They could yelp at the sidelines as she directed the concert. Her numbers were far above what was expected in the campaign: Bec Lawise failed to lock an undeniable majority. There was serious talk about her seizing the mantle of congressional leadership from him.

The decisive moment was the second round. An orator of the first class, Mina delivered a resounding cry for a “free and honorable Confederacy.” Bec’s wheeling and dealing behind the scenes, however, was reaching a critical stage. He agreed to Voe Atell’s demand to strengthen the executive’s hold over defense matters, especially making the Head of State the preeminent stakeholder over it rather than the Congress. With the War Faction’s backing, Bec was able to widen the gap on his opponent.

In the end, after the fourth round, Mina was informed that her chances at Speaker were statistically impossible. She decided to surrender the seat with grace rather than make the contest ugly. After a thirty-minute meeting, in which Mina extracted a promise from the soon-to-be Speaker to not support cutthroat rebels, she was seen with Voe Atell to announce their joint endorsement of Bec Lawise. As the congressional leaders traded smiles and preached unity, they waited to see how the Republic would respond.

According to an excerpt from the Shadowfeed: “Our leaders in Congress have proven themselves to be immune to the temptations of partisan warfare that is so rife in Coruscant. Unable to converse and compromise, inert in lawmaking and incompetent at change, we see little reason why more systems won’t join our glorious nation if left to decide by themselves.”

Senator Mee Deechi Addresses the Senate
Quote
Fellow delegates,

Our Galactic Republic faces a period of unprecedented crisis. The rise of the Confederacy of Independent Systems represents a direct challenge to the future unity of our galaxy. Indeed, it is worrying that so many different systems have flocked to the banner of a rival organization, one which has constructed itself so diametrically opposed to our own.

Let me be clear, fellow delegates. I do not wish to condemn reform for its own sake or seek to denounce all those swayed by the Separatist cause. There are, in some cases, legitimate grievances that underpin their demands. We are all alarmed by Chancellor Palpatine’s recent investigations into galactic corruption, which have unearthed shocking findings about once upstanding Senate members. Additionally, Republican social services remain barely adequate for many of our most vulnerable citizens. I believe my colleagues when they say many of their constituents face the scourge of hunger on a nightly basis, or cannot find housing for themselves and their families. On these matters, reform is not just rational, it is our moral imperative.

With that said, I must admit that not all the concerns presented by the Separatists are made in good faith. They talk of Republican threats to their sovereignty while they raise militias and armaments to oppose our peace keepers. They denounce the undemocratic Galactic Senate while shouting down dissent from their own citizens on seceding worlds. Many of them, not without reason, loathe the influence of corporations and conglomerates in politics. At the same time, their compatriots seek to attract the very corporate forces they despise to fund their nascent empire building.

Fellow delegates, we must prepare ourselves. I do not think that conflict is inevitable. We may yet find means to conclude a peaceful settlement to the current galactic crisis. But we cannot pin our hope for peace on capitulation. I remind you all that the worst possibilities may yet come to fruition. If we are to find a favorable settlement with the Separatists, we must raise a galactic militia. This voluntary force, composed of loyal citizens, will bring much needed security to the Mid and Outer Rim. I envision a proud force of men and women, each of whom are driven by steadfast devotion to the values of our Republic. A militia, backed by the strength and valor of Republican citizens, will boost our hand at the bargaining table. In addition, such an assembly may prove useful to protect our most vulnerable citizens from criminal organizations and unprovoked attacks by rogue actors across the galaxy.

Senators, I urge you to heed my call. We cannot find peace through blind hope alone. Thank you.

The Passage of Power

Sheev Palpatine had matured much since his wild years of youth. He had long since traded in his speeder bike for the mature hobbies of opera and art, and a career in politics. But how different was the passion, the danger, and the chaos of the speeder circuit from the intrigue and scheming of politics? The Galactic Chancellor's attraction to them was intense and unwavering. These days, they were alike more than ever. The racetrack of politics had become more wild, intense, and...deadly than ever. The Separatist Crisis had totally overwhelmed the traditional playing field, it had upended the traditional factions, and it rendered previously highly discussed questions irrelevant. With the very existence of the Republic in question, the stakes had never been higher, and there was only one question debated. Were you with the Republic, or against it?

Chancellor Palpatine was a popular Chancellor, a trusted Chancellor. His smile and grandfatherly speech put the galaxy at ease, and his charm, handshakes, and political horse trading put the Senate at ease. Now the Galaxy was afraid, perturbed, so scared that the Chancellor's approvals were falling as system after system rejected the seemingly eternal political status quo. But it was nothing the Chancellor couldn't address or didn't anticipate.

The Chancellor had already spoken to his allies in the Senate. The crisis had made previous factions and political cliques irrelevant. There were those loyal to the Chancellor and the Republic, and those who were sympathetic to insurrection. The Chancellor had spoken through his associates, and directly to those crucial Senators from the Core and the Rim faction to reassure them of certain guarantees and secure their allegiances. The political maneuvers to secure the stability of the galaxy required strong Senatorial support, but most importantly a strong, empowered, capable Chancellor. The Galaxy was on the verge of civil war, and the Republic wanted to hear from its protector. He was ready.

Quote
Good citizens and people of the Republic, I come to you from Coruscant, the ancient yet constantly progressing heart of our Republic. This is where I am constantly occupied with my labors to preserve the peace and prosperity of our shared home. But in truth, I wish I could be with all of you on your respective homeworlds, speaking to you directly. I feel that is where the truth is best perceived. But for now, this HoloNet broadcast is my best way to reach all of you, across thousands of star systems, and into the endless expanse of the Galaxy. It's times like these when I'm reminded how far we may be apart in the many hundreds of lightyears, but in many ways we are more united then we have ever been, by the HoloNet, by new trade routes and infrastructure projects, and as always by thousands of years of shared history and tradition. I'm proud of all we've built, and how we've brought our Galaxy closer together, encouraged horizontal growth, and reduced the gap between the dispossessed on the periphery and those already enriched, as I promised 8 years ago. I remain committed to those goals now more than ever before.

Today, everything we built together is under attack. A desperate conspiracy of ill designing men, lawless savage clans, criminals and thieves, speculators and slave drivers, and radical agitators are launching an assault on the integrity of our Republic. Their goal is the dissolution of the general order so they may freely pursue their wild self-interested ends. They have inaugurated chaos and terrorism without regard for the collective well-being. Once peaceful, tranquil areas are now plagued with lawlessness and criminality. The so called "Confederacy of Independent Systems" is squarely responsible for unleashing this present terror. Together, we the Republic must unite to confront this. I won't hesitate to do what's right for our shared galaxy and for the peace.

It's for that reason I'm asking Count Dooku and his associates to negotiate. Nobody wants a war, least of all the good people of this Galactic Republic. We have enjoyed centuries of peace, and nothing would grieve me more than to be the Chancellor who presided over an end to that peace. I ask Count Dooku to come to the table, meet a Republic delegation at Bothawui. I offer you reintegration into the Galactic Republic, and together we can confront the burning injustices of our system. This is your opportunity to show the galaxy your good faith. You still have time to reverse course.

But I will say this now. I will not capitulate to hostage taking. I will never preside over the collapse of the greatest civilization this galaxy has ever known. And for the strongest possible position in dealing with this crisis and negotiating a swift end, I am asking the Republic, and the Senate to give me the tools to stand up for our Republic. I am convening a special session of the Galactic Senate to end ambiguity on the principal political questions of the day. I am asking the Galactic Senate to indefinitely delay the coming Chancellorship election, the galaxy is under no such condition at this point. We cannot allow for a disruption in political authority when the situation is changing each day and we face the threat of war. I am asking the Galactic Senate to give me powers I need to root out corruption, to harden our forces in the face of aggression, and give me the tools to stamp out terrorism and crime in each and every region of our home. I am asking the Republic to let me do my utmost in service of the project we have sworn our lives to.

Fellow citizens. I offer you my service, my labor, and my eternal duty. As your Chancellor I promise to do whatever has to be done to protect us, whatever the cost may be. Now is not the time to shirk our responsibilities, and I for one, will not shirk mine.

May whatever deity you pray to protect you tonight, and may our Republic thrive, with all stars burning as one. Long live the Galactic Republic!

Senator Orn Free Taa speaks, addressing both the Senate and the Jedi Council

Quote
While our politicians dither and complain about Count Dooku, we are overlooking that Dooku is not interested in negotiations, he only wishes to bring our Republic to its knees.

Our Galactic Army is weak, and incapable of bringing the fight to him, without a massive buildup that we simply cannot do.

I call on the Jedi to do the job we have asked them to do for generations, and save the Republic once more.

I am issuing Circus Horrificus to entertain me and my family for two outings in my Tattooine Palace. The prelude shall be a music show done by the Modal Nodes of the famed Cantina in Mos Eisley and a dance of the Twi’leks

I wish that my people are free from republic tyranny; I wish that peace could be attained. The Jedi have become complacent to the senseless killing of innocents, and the government they have propped up have done nothing save bicker.
The hunger had begun long ago, and I did not invent suffering. My people are free, and we will remain that way. Anyone who wishes to behold a new dawn for the galaxy may join me, but the Confederacy is not the aggressor. We are the last hope for a future that will be lost to destitution.
Chancellor Palpatine's rhetoric is false; I provide no danger. It is merely a smear campaign to dilute the resolve of this movement, but we are stronger than he could know. Senator Taa speaks of a republic that needs saving while demanding a so called peaceful order to become the warrior tribe they know they are.
Peace comes when the republic leaves us to our freedom. That is my demand; we will not negotiate the continued autonomy of the CIS. Only then will I come to the table.

The Inaugural Address of Speaker Bec Lawise

My friends, the power you have entrusted in me as Separatist Congress Leader is great, and I am humbled beyond words to express, let alone act, on your unprecedented trust. What few words I can muster to match the eloquence of Senator Bonteri and the fortitude of Senator Atell are this: every part of my body, every thought that may come from my mind, every beat that may drum in my chest, belongs totally to the preservation of the Confederacy and the principle of regional rights!

I am a child of the Republic like all of you, a product of its institutions and the beneficiary of its best traditions. But the faults that beset it are too many, too entrenched, too hurtful for our nations to bear. We have the found union that our ancestors prescribed with Coruscant exploitative. As we review the hurtful articles, the episodes of neglect, and a reign of unyielding cronyism, the sad and solemn medicine to what ails us is secession.

In a statutory expression of our sovereignty, each system, each planet, that is here has knowingly severed the bonds of protection, advantage, and benefit that comes with being a part of the Galactic Republic. We traded those hefty goods so we could earn the better prize of liberty—that the Coruscant would be unable to enforce its rules and extract its taxes from us. We have in effect reverted to a status before our induction as a lesser member to that union. Now we are free states and have entered a new constellation.

To the peers that we have left behind, we salute our past association and say the doctrine of divorce need not be the doctrine of acrimony, the doctrine of hate, or the doctrine of war. The Galactic Republic has and can live in content peace with an independent state. We have much to gain as equal partners in education, commerce, defense, and a myriad of other subjects. Likewise, the opposite is true. Should our counterparts in the Senate heed reckless and prejudiced advice to break our earnest vows of separation with despotism, they will quickly find that such a policy will cost them unneeded grief. The preachers of terror will notice the wings of autonomy accompany the talons of security. We will defend ourselves if required, but it will be the last line in our bountiful arsenal of actions.

Finally, as we slip on the cloth of independence, let us strip ourselves of the vestments of bitterness. The errors of the past belong to it alone. In commencing the future of the Confederacy of Independent Systems, I take this occasion to appeal to the better nature of our galactic existence. May the Great Peace continue ever onwards and may the Force be with us.

Duchess Satine Kryze Speaks

Citizens of the new Mandalore,

We have begun to throw off our reputation for chaos and violence. Bloody is our history, but we now have our chance to forge a new path for ourselves. A path of freedom and justice. Of peace and prosperity. A Mandalore that does not reach for its blasters at the first opportunity, but instead looks to be part of the galactic community.

As Duchess, I intend to steer us firmly on this new path. Today, we shake off the shackles of our dark past and into a bright future.

However, we cannot ignore the storm clouds that are gathering. Both the Republic and Confederacy speack of war between them. Such a war would destroy the peace that has reigned in the galaxy for centuries, and result in devastating consequences for everyone involved. Millions will be killed; millions more will be rendered homeless and starving if war were to break out.

We New Mandalorians will do out utmost to prevent the outbreak of war.

Thank you.

Having reviewed a recent invitation to Mandalore for peace talks between the CIS and the Galactic Republic, it is with great apprehension that we agree to meet and open a conversation.

Thank you, Duchess Satine for offering to mediate.

Count Dooku.

DISASTER ON MANDALORE

As the Secession Crisis seemed to continue to spiral out of control, with Dooku rejecting Chancellor Palpatine's calls for a summit on Bothawui, no end seemed to be in sight. However, Duchess Satine Kryze of Mandalore, keeping with her pacifist ways, was able to bring both sides together to agree to a neutral summit on her homeworld of Mandalore. Not all in the Galactic Senate were happy about the Republic meeting the Separatists on neutral terms and potentially granting them legitimacy, but most saw it as a glimmer of hope for deescalating the situation. At the same time, Chancellor Palpatine's special session of the Senate approached. While his speech had powerfully whipped up public support in his favor, there were still rumblings in the Senate among politicians who felt it was time for a change. As the Senators filed into the chamber, they prepared to make a decision on taking this unprecedented step of suspending elections.

Not thirty seconds into Chancellor Palpatine's statement did the news come in. There was a bombing on Mandalore. Many Senators attempted to leave the chamber in an attempt to get more information, but Palpatine urged them to remain calm and stay at their seats until more information arrived. The eerie silence in the chamber that followed was practically blood-curdling. After several minutes, a transmission with more details was relayed to the Chancellor's podium, before being announced by Palpatine himself.

Upon arriving on the docks of Mandalore, the Corellian Star Shuttle containing the Republic's delegation to the conference exploded. Mandalorian fire and rescue teams were able to quickly contain the damage, however, there had been no survivors. There was no word yet on the cause of the explosion, however practically the whole chamber suspected Separatists. For their part, the Separatist delegation claimed no part in the bombing and extended condolences to the Republic. They also made a point of condemning any group which would take part in such actions, before making a swift departure from Mandalore.

However to many in the Senate chamber, this was not enough. They wanted blood. There were cries for Dooku's head heard across the chamber. Palpatine again reminded the Senators to remain calm and asked that they continue with the session. With the chaos of th events of the last hour hanging over their heads, the Senators began recording their votes....

(A note to faction leaders (NYE and DC): Please indicae your faction's vote on suspending the Chancery Election and granting Palpatine the office indefinitely here in the thread. Also to Spiral-You can indicate the Trade Federation's vote on the matter, it is unlikely to be decisive, however it will show where you stand to the people of the galaxy. After this is over, the turn will end.)

The Rim Faction will be exercising a three line whip against emergency powers for Chancellor Palpatine and suspending the Chancery election.

We hold him responsible for the bombing on Mandalore.

Investigations are underway into the terrorist attack on Mandalore. I wish to caution everyone not to jump to conclusions. There may be more wheels turning here than you realise.

The Core Faction will be exercising a two line whip IN FAVOR of emergency powers for Chancellor Palpatine and suspending the Chancery election. The perfidious ex-Jedi Count Dooku must be brought to justice for his role in this cowardly terrorist attack on the Republic. If we do nothing, the Separatists win.

A full statement will be out shortly.

Mandalore is vehemently opposed to any proposal suspending elections or granting emergency powers to the Supreme Chancellor under any circumstances.

TERROR REIGNS: THE REPUBLIC IS UNDER ATTACK
Quote
Mr. Chairman, members of the Galactic Senate, to our friends on Core Worlds and in the Outer Rim,

Today, our fellow citizens, our way of life, our freedom came under attack in a deliberate and deadly act of terrorism. A Republican peace delegation lays slain, murdered in cold blood by radical, Separatist terror. The victims of today's attack were diplomats, pilots, mechanics - men and women from all walks of life, but above all else, our brothers and sisters.

The photos we see from Mandalore today, of a starship in flames, of burning metal and a planet in chaos, have filled us each of with shock, sadness, and unyielding fury. This act of cruel and unparalleled terorism was intended to scare our Republic and our people into capitulation and retreat. But this attack has failed; our Republic stands able and ready to meet this threat. Where once there was uncertainty and doubt, there is now confidence and courage.

It is a palpable, electric feeling, fellow delegates. Our people are now moved to protect and defend the Galactic Republic. This attack may shatter even the strongest beskar, but it cannot and will not break our resolve.

The Republic was targeted, fellow delegates. We were targeted because we stand alone as a beacon for hope and freedom in the galaxy. And no one, Separatist or otherwise, will extinguish the light that shines through the darkness.

Today, our citizens saw evil, in its most pure form. The people of the Republic responded with their best, rushing to rescue the fallen, to comfort the bereaved, and to bury our dead. Our citizens and our people have come together to help the victims in any way they could.

Rest assured, my fellow citizens, emergency teams are working around the clock to help those affected by this act of terror. Republican search and rescue teams have been dispatched to Mandalore, to support their valiant efforts and to help recover our fallen brothers and sisters.

The Chancellor has assured me that the Senate shall continue business as usual without interruption. Local sectors and government offices will remain open. Galactic outreach centers on Mandalore and elsewhere that were evacuated today will be open on time tomorrow. Our banking sector and financial institutions remain strong and shall be open for all who wish to do business.

The search has begun for those who are behind this attack. I've asked the Chancellor to direct the full resources of our intelligence and law enforcement apparatus to find the guilty and to bring them to justice. We must make no distinction between the Separatists who committed this act of terror and the Separatists who protect them. If that means war, so be it.

Finally, I have authorized my colleagues to support the Chancellor's request to approve a suspension of the Chancery election. Chancellor Palpatine requires a clear mandate from this Senate in order to hunt down the cowards behind today's attack. The Core Faction stands behind him and shall fully support this sacred mission in the months and years to come.

I appreciate my brothers and sisters in the Galactic Senate who have joined me in strongly condemning the Separatist attack. I also extend my gratitude to the people of Mandalore for their thoughts and prayers in the aftermath of this terrorist attack.

The Republic stands together with our friends and allies, who join with all those who want peace and security in our galaxy. We will work together to win this coming war.

Tonight, I ask all who believe to pray for our brothers and sisters who grieve, for the children whose lives have forever changed, and for all those whose sense of peace and harmony has been compromised. And for those who believe, I make it my prayer that they will be comforted by a being greater than any of us, spoken through millennia in sacred scripture: "There is no Chaos: There is Harmony. There is no Death; There is the Force."

This is a day when all of our citizens, from every profesion and background, unite together in our quest for justice and peace. The Republic has faced down enemies before, and we will do so once again. No one will ever forget this day. Yet, we go forward together to defend our Republic and our freedom.

Thank you.

Count Dooku's statement

After nearly dying in a thinly veiled assassination attempt, I'm still committed to seeking a peaceful galaxy. I was not the perpetrator of this heinous crime, but I believe I might've been its intended target. If the republic would be willing to show they still seek terms with us, I suggest a joint investigation of of the bombing to fins the culprit and bring them to justice.

CORE FACTION DEMANDS SEPARATISTS HAND OVER DOOKU
Quote
Tonight, the Core Faction makes the following demands of the Separatist Senate: Deliver to the Jedi of the Galactic Republic all the leaders of this terrorist insurgency who hide on your planets. Release all alien persons, including Republican citizens, that are unjustly imprisoned. Protect Republican journalists, diplomats, and aid workers in your territory. Close immediately and permanently every school, institution, and training facility that endorses anti-Republican terrorism, and hand over every terrorist, and every person in their support structure, to Republican authorities.

Our demands are not open to negotiation or discussion. We ask the Supreme Chancellor to press forward until each aspect of our ultimatum is met.

The Separatists must act, and act immediately. They will hand over the terrorists, or they will share in their fate.

End of Turn

SENATE SUSPENDS CHANCERY ELECTION, PALPATINE TO REMAIN CHANCELLOR INDEFINITELY

With rage and confusion abundant, the senate completed their vote on Chancellor Palpatine's proposal. Whispers of Senators to each other or aides were heard throughout the chamber. Many were unsure what effect the attack would have. Would the Senate rally behind the Chancellor? Or would this security failure be seen as reason to change leadership?

As the vote concluded, the tension in the chamber was palpable. Speaker Amedda then announced the results of the vote. 5617 for, 2,307 against. What had been unthinkable less than a year ago had come to pass. The leader of the Galactic Republic would for the time being, no longer be elected. As Chancellor Palpatine gave a short statement thanking the Senate, there were standing ovations from Senators of every faction.

The inside politics leading up to the vote ultimately played a pivotal role in securing Palpatine's continuation as Chancellor. Reports of heavy whipping within the Rim Faction to oppose the motion had ultimately backfired. Most in the Faction did not share Senator Free Taa's view of the Chancellor's proposal and found his blame of Palpatine for the Mandalore attack to be utterly shameless. Ultimately, nearly half the Rim Faction ended up voting for Palpatine, stoking rumors that Senator Free Taa's position within his Faction was shaky at best.

In his acceptance speech, the Chancellor made clear he would do everything in his power to investigate the bombing and to take strong action against whoever was responsible. This was red meat to the Core Faction power players, who made no bones about being aggressive with the CIS after this offense. Shortly after the special session, the Chancellor made clear he would support no joint investigation with the Separatists and promised to aid the Mandalorian investigation, so long as they only accepted Republic assistance. Otherwise, he promised to take matters into his own hands.

GOVERNOR TARKIN DEFECTS, ERIADU ANNEXED BY CIS

In a stunning move, Governor Wilhuff Tarkin of Eriadu announced he would accept the Separatist's terms and sign his planet over to their authority. This comes after weeks of meetings with Count Dooku and other Separatist leaders, encouraging him to sign the critical trading port world over to their cause. Tarkin had initially been known for his brutal crackdowns on secessionist agitators, however he has become far more sympathetic to their cause recently.

In his statement, Tarkin cited security failures within the Republic, including those on Ansion and Mandalore as well as the increased activity of drug syndicates as reasons he believed a unified galaxy was no longer manageable for preserving order. His decision came as a shock to many, and particularly to the Republic's markets, as Eriadu's position on major trade lanes gives the Separatists a major economic boon. Tarkin also announced he would be taking a position on Dooku's Executive Council, a move both unpopular with many Separatist citizens due to Tarkin's reputation as a Republican warmonger and disconcerting to Republic navy officers, fearing Tarkin's tactical prowess.

JABBA THE HUTT MAKES BOLD MOVES

Amidst the unrest in the galaxy, the Hutts and Jabba specifically have shown they are not to be trifled with. Just as the Pyke Syndicate began to increase spice mining levels on Kessel, a raiding party struck. The Pykes believed their security forces were well prepared to fend off attackers, but they were entirely unprepared for the Crimson Corsair. Sidon Ithano, loyal pirate of the Hutt Clan and his crew, led a swift and deadly operation, executing the Pykes on sight and rigging the spice mine to blow with explosives. Ultimately they were in and out before the security council on Oba Diah even had time to respond. With a critical mine in ruins, and their supply chain heavily disrupted, the Pykes may have received this attack by the Hutts as a warning shot for expanding their operation.

Additionally, after rumors of executions of smugglers by pro-Separatist militias on Ansion, Jabba came forward with a statement announcing he had captured the individuals involved. The Daimyo made a point of dragging these ruffians back to his palace on Tatooine and having them executed publicly by his men, for all to see on the HoloNet. Jabba made a stern warning to either side crossing him again, pointing to his ability to destroy his enemies. The circumstances in which Jabba captured these men is still unknown, however, rumors peresist throughout the criminal underbelly of the galaxy that a Jedi Assassin, armed with a team of commandos was seen battling the militiamen.

ATTEMPT AT PEACE ON ANSION ENDS IN BLOODSHED

Many hoped that the unrest and lawlessness on Ansion could be solved by the guiding presence of the Jedi Order. Indeed, that seemed the only solution when Chancellor Palpatine and Grandmaster Yoda deployed Obi-Wan Kenobi and Anakin Skywalker to end the violence. Kenobi and Skywalker's arrival was originally well-met, with both the regional governor and several militia leaders extending welcomes.

Kenobi laid forth a willingness to engage with Rebel leaders and hear their demands. While many declined to hear from the Jedi and feared for their own safety at any official meeting, one prominent rebel agreed to hear them out. Anto Kreegyr was not a son of Ansion, but he believed in the Confederacy just as much as the next man and had fought tooth and nail for their world to join it. His agreeing to Kenobi's requests came as a surprise to the Jedi, who approached the coming negotiations catiously.

Kenobi, Skywalker, the governor and their Judicial Forces/local security detachment were lead far away from the system's capital into the rolling fields of the grassy world. When arriving upon the Rebel camp, both Jedi sensed something was amiss. Only a handful of militants were there to greet them, and no Kreegyr. Very quickly after entering the rebel's tent did the Jedi realized they had walked into a trap, as the militants around them attempted to activate thermal detonators. Kenobi and Skywalker were able to survive the blast, but the security forces and governor had been blown to pieces. The remaining militia members attempted to engage the Jedi in a firefight, but were quickly disposed of. Kenobi and Skywalker were evacuated by the pilots of their shuttle, but before they could request to return to the Capital, they had been informed that Kreegyr had used the meeting as a ploy to pull the governor back into the open.

Kreegyr had known that the governor would place far too much trust into the Jedi's capabilities to defend him and made the other rebel leaders aware of such. With the governor and most of his security gone, they could easily raid the world's capital and position themselves at the seat of power. The sudden takeover forced nearly all forces loyal to the Republic to flee the system and return to Coruscant, leaving the world to the Separatists. With the first planet taken by Separatists through force, the question lingered. Would the CIS dare recognize a system violently pulled from the Republic as one of their one?
