In a democracy, which the United States still technically is anyway, the voters are ultimately responsible for their choices. However, whether telling that to voters is good strategy is a different question, and the answer is probably 'no.'  I believe Pakman says the same thing.

The American voters should be ashamed of themselves.

It's not an effective way to convince voters, but on the other hand it is very cathartic sometimes. I'm gonna say only in moderation.

It probably would be counterproductive to tell Trump voters how dumb they were to vote for him. And it isn't polite, either, to hurt their feelings. We have GOT to start figuring out ways to reduce the polarization that has gripped the electorate. Today I read an online article that about 80% of Dems and about 80% of GOP voters believe the opposite party is going to destroy the country. We have to find ways to stop treating each other and thinking of each other that way.

No, I think you should make a positive case for your candidate or for why you believe one evil is lesser than another. Vote shaming in my experience is more likely to backfire because people who might not share your priors will resent being condescended to.

I'm confused how this even works.  I guess you can talk generally about "Biden voters" vs "Trump voters" in the abstract, but normal people do not go around telling everyone who they voted for (so how could they be individually shamed for it?)
