A. Whereas, abortion is recognized as a heinous and dangerous procedure.
B. Whereas, abortion degrades the rightful reputation of Atlasia defending its people’s right to life.

D. Whereas, exceptions to abortion law shall remain.
E. Whereas, to aid ailing mothers in this time of need.
F. Whereas, to great regional autonomy regarding the practice of abortion.

2. It is the position of this Congress that abortion is a regional issue. The regions shall hold a referendum upon the status of abortion in its respective region within 30 calendar days.

What kind of referendum? FT Parliament passed a bill legalizing abortion up to a certain point in the last session. If regions want to decide this issue with a referendum, they can freely do so, but I don't even think the Senate has the power to order referendums that aren't constitutional amendments.

I object to a final vote right away. First, I propose the following amendment:

C. Whereas, to aid ailing mothers in this time of need.
D. Whereas, to ensure great regional autonomy regarding the practice of abortion.

2. It is the position of this Congress that abortion is a regional issue. The regions may determine the status of abortion through popular sovereignty. If a regional dispute arises regarding abortion law, states shall let act in accordance within their own laws.

This is to remove the more hyperbolic proclamations while still acknowledging the nuance in policy between states and regions.
