Bob Graham, who at that point won statewide in Florida 5 times (IIRC at least) would've helped Gore in Florida far more than Chancellor Palpatine, if he even helped at all.

To answer the question of the thread it was Pence. Given how close the election was, Pence's appeal to evangelicals, many of whom at the time were reluctant to get behind Trump, might've very well made the difference. Gingrich or Christie, Trump's runner up choices, most certainly would've lost the GOP the election, Gingrich in particular.

Cheney, Biden and Pence were all a net positive for their respective tickets. Cheney and Biden due to adding gravitas and Pence due to keeping the religious right on board.

It's pretty clear that he also gave the ticket a hefty bump in both broader Metro NYC and upstate New York, though of course that was moot from the Electoral College math perspective. Whether another running mate would've actually helped him over the (official) line in Florida, or could have secured New Hampshire and thus made Florida moot, is up for scholarly debate.
