For far too long, THE WORLD has ignored the might of Antarcticans. There are plenty ATLASIAN PATRIOT RESEARCHERS stranded in Marie Byrd Land without proper rights. This will fix that. FEAR THE WRATH AND BITE OF THE COLD.

Again I hate to be that guy here but:

1. Bills cannot become constitutional amendments, such a concept is itself unconstitutional because bills require Presidential signature.
2. Stemming from that Constitutional amendments are not "enacted by the people assembled", as "enacted" necessitates Presidential signature. They are "resolved by Congress assembled that upon ratification by 2/3rds of the regions, the constitution shall be amended".
