Abstain.  This bill has improved to the point I won't vote against it as I would have for eth initial draft, but not to the point that I'd vote for it.

Nay. I don't believe this bill, while well intentioned and substantially different from what was first proposed will have any effect on those it was designed to help. It's a noble gesture, but not a workable policy.
