It could pose a safety and health risk for neighbors living next to a citizen who has an overgrown swath of a marijuana garden that can easily pour over into someone else's backyard. Not to mention the fire hazard it poses that becomes detrimental to the surrounding environment.

So at present, federal law prohibits localities from regulating this as well?

IIRC the High For Hours Act bans Regional caps on the number of home grown plants.

Aye for the reasons S019 said. Each Region should decide. Just like how the South decided to put the right to grow and consume marijuana in our bill of rights.
