It could pose a safety and health risk for neighbors living next to a citizen who has an overgrown swath of a marijuana garden that can easily pour over into someone else's backyard. Not to mention the fire hazard it poses that becomes detrimental to the surrounding environment.

So at present, federal law prohibits localities from regulating this as well?

IIRC the High For Hours Act bans Regional caps on the number of home grown plants.

Would that extend as far as to cause the issue mentioned regarding "over-growing into adjacent property"?

We shouldn't be in a place to be running to the central power to correct for "most" incorrect actions done at the Regional level.
