So I decided to toy with state legislatures and see what would happen if they were made unicameral and their size was regulated by population. The formula I went with was that there was a baseline of 30, with every whole 500,000 in the state's population in the most recent census making for one more member each. A state with 490,123 people would have merely 30, one with 503,849 would have 31, one with 1,293,580 would have 32, and so on.

Counties are not to be split and larger counties serve as multi-member districts. The number of votes a person can cast is decided by the magnitude of the district; up to six every voter can cast votes for only one candidate, up to twelve they can vote for up to two, up to eighteen they can vote for up to three, and so on. I try to be compact, and VRA is still a concern, though it has significantly less importance here on overall boundaries.

Allowed deviation has increased substantially. On state level, once a quota is calculated, an upper limit (of people per member) is obtained by multiplying that by 1.3333, and a lower limit is obtained by multiplying by 0.6666; despite this, considerable effort is still made to made districts reasonably close to quota.

I've already done California and Texas, the two biggest states in the country. Under 2020 census figures, they are owed 109 and 88 members respectively.

Basically, if a district elects nine members, then a voter can cast a single vote for up to two candidates. If it elects three, then they can vote for only one. And so on.
In Los Angeles County, people can vote for up to five candidates.
Thanks for bringing the ambiguity in that sentence to my attention. I will promptly clarify that.

That sounds like a watered down version of cumulative voting for multi-member districts. Maybe that escapes the reach of the VRA, maybe not.

Well, this does not seem likely to enable the suppression of minority votes. In some places (particularly two- and three-seaters), it even almost ensures the returning of a member backed by said minority. Additionally, in big urban counties, packing and cracking have been made irrelevant. While it would still be theoretically possible to crack minorities in areas where there are more counties, that would presumably still be an area where something blatant (like placing Webb County in with, say, very deep red areas much farther north) would still not pass legal muster.

Doing New York right now, and in terms of seats that are more-or-less safely in their column, Ds lead in Downstate (defined here as Westchester+Rockland+LI+NYC) by a margin of 32 to 8. Ouch.

I think Cook County should be the biggest legislative district in the country in terms of seat magnitude, outside of California. Illinois has 55 members, and about 40% of them will be in Cook County alone. It would also, for sure, elect more black Democrats than any other district in the country.
Next up is Pennsylvania and then, of course, Illinois.
