My rating system

S: fits the state very well, very strong name recognition, very popular, way over-performed state fundamentals
examples: Sandoval, Sununu, Manchin, Tester, Brown

A: fits the state well, reasonably strong name recognition
examples: Ayotte

B: generic candidate
examples: Ted Bud

C: below average candidates with obvious flaws, underperformed state fundamentals
examples: Warren

F: terrible candidates
examples: Roy Moore, Eric Greitens

Johnson over-performed state fundamentals.

Oz runs a terrible campaign. In terms of candidate quality, he is similar to Fetterman.

Johnson won competitive races twice when he was believed to lose. Fetterman did not win any. The only "hard data" are polls which consistently over estimate Ds.
