Abstain. Abortion policy is more or less left to the regions already and has been so for some time, I’m not sure what the practical purpose of this amendment would be.
I guess maybe this prevents the Federal Government from funding abortions via doofcare? Also of course it prevents some future ultra left or ultra right wing administration + senate from just establishing either abortion on demand or a complete abortion ban by fiat.
I wouldn't be opposed to this amendment if I was in the Senate, but I don't think we have to necessarily write this down unless someone starts running on a platform of going after the Southern and Lincoln restrictions.
Even AtlasCare only covers abortions insofar as the region allows or wants it to.
After what a harrowing year this has been on old social issues, I'd maintain existing federal abortion policy as I would also on gun policy, which allows regions to enact restrictions for the most part. That assumes Truman's nullification doctrine is still in effect, at least, which is unclear.
