The R vote net out of Ocean County in NJ has been really impressive in recent years.

That whole list also shows how suburban/exurban areas are still really important to GOP support and they're not as exclusively rural as some like to say.

By "netted the most raw votes", does this mean the county in each state which gave Biden or Trump the most votes they received out of any county in that state?

No. It’s the county with the raw largest margin.

This. So if a county casts 350,000 votes for Biden and 330,000 for Trump, that's only a 20,000 net for Biden. Whereas, if a county casts 250,000 votes for Biden and 120,000 for Trump, it has a much larger net for Biden (130,000 votes vs. 20,000), despite casting less votes for Biden (350,000 vs. 250,000).
