I am confused by the structure and wording of this text. Is this meant to be legislation or a constitutional amendment. It seems to infer both at different points of the text. Words like "enacted" for instance typically reference to an act passing the legislative branch, whereas a proposed amendment would be resolved by the chamber and then ratified by the regions.

Also if this is an amendment, there would need to be a separate section of the text explaining what changes are being made, to comply with the Constitutional Amendment Explanation requirement.
