The Secretary of State should not be issuing incorrect opinions that go against the government's legal position. The Senate bill merely authorised the President to progress the deal, it did not impose binding obligations on him.

It was signed as a law, therefore binding. He isn’t violating the constitution, you all are.

It gave discretion rather than imposed an obligation, this is a basic public law concept.
