League of Nations

CONTEXT: Formed in 1920, the League of Nations is a world-wide, multilateral organization tasked with settling international disputes, ensuring collective security, preventing war, addressing the drug trade, arms trade, the protection of minorities and prisoners of war, and so on. It includes several dozen sovereign states, all of which take part in the Assembly, and some of which form its executive Council either as permanent or non-permanent members.

COUNCIL: The current permanent members are France, Britain, the German Reich, Italy, and Japan.

MEMBERS in 1934: Abyssinia, Afghanistan, Albania, Argentina, Australia, Austria, Belgium, Bolivia, Bulgaria, Canada, Chile, Republic of China, Colombia, Cuba, Czechoslovakia, Denmark, Dominican Republic, Ecuador, El Salvador, Estonia, Finland, France, German Reich, Greece, Guatemala, Haiti, Honduras, Hungary, India (Dominion), Italy, Iraq, Irish Free State, Japan, Latvia, Liberia, Lithuania, Luxembourg, Mexico, Netherlands, New Zealand, Nicaragua, Norway, Panama, Persia, Peru, Portugal, Romania, Union of South Africa, Spain, Thailand, Turkey, Soviet Union, Sweden, Switzerland, United Kingdom, Uruguay, Venezuela, Yugoslavia.

RULES: Players who are members of the League of Nations may at all times choose to abandon the organization or remain in it. Players who wish to join may request so, provided they receive 2/3s support from all members (simulated). Players may use the League of Nations to air grievances, propose measures, lobby international support, and so on. They may also submit motions, reports or demand actions - such as international sanctions -, which will be voted on by the League at the mid-turn or end of turn. The League of Nations demands unanimity to make its decisions.

The only historical exception to this - simplified for the benefit of gameplay - is as follows: the vote of parties directly involved in a war or dispute are excluded, meaning that, in order to break unanimity, an third-party must record its displeasure.

-South African, granting South Africa full control over South West Africa: Defeated with a German veto.

Presented by the Argentinian government, with support from a number of South American states, preemptive acceptance by Bolivia, and disagreement from Paraguay:

A MOTION
To the League of Nations



The League of Nations resolves

To recommend an immediate ceasefire between Paraguay and Bolivia in regards to the Chaco War.

To recommend the attendance of Paraguay and Bolivia to a peace conference, in order to reach a settlement.

That an immediate arms embargo be established on both belligerents, only to be lifted for each belligerent at a time in which the ceasefire condition is met.

COUNCIL: The current permanent members are France, Britain, Italy, and Japan.

Joseph Avenol, Secretary General:

Order! Order in the floor!

Article 1 of our Covenant establishes that the withdrawal of members is made effective after two years. It further notes that obligations still apply, but it does not list the right to vote.

This Chair regrets the trend of nations abandoning the League instead of working to keep it functional.

We submit a motion to settle this dispute, subject to majority voting, on whether nations that submit a notice of withdrawal can subsequently revoke it before the two years time has passed. Those in favor, please vote Aye. Those against, Nay.

(also, please note that the veto is gone, so rejecting the eventual Soviet re-entry will require more than 1/3rd of the votes against it)
