Should we interpret your words as a veiled threat, Mr. Ambassador? This language is unbecoming of an international body tasked with promoting world peace and harmony.

A body that claims to be of world peace while simultaneously failing to prevent the needless escalation that is the current Italian blockade is approaching the point of uselessness. The nation of France would surely agree with such hypocrisy.

Mr. Ambassador, my government supports a quick and amicable settlement to the current conflict in Hungary. We would gladly support a resolution that establishes a committee to that effect.

This is why this body does not foster international cooperation. It is merely a tool for the nations of Italy, Germany and Japan to exert their control on the world.

I wonder if Japan would consent to a full investigation of the atrocities they have committed in Korea.

The Soviet Union is appointing a new Ambassador. Our previous Ambassador's bellicose rhetoric was unhelpful to the League's mission.

Foreign Affairs Commissar Maxim Litvinov is to be appointed as the Soviet Ambassador to the League of Nations.

A MOTION
To the League of Nations



The League of Nations resolves

To express its utter horror at the actions of the Kwantung Army

That a thorough condemnation of the Empire of Japan be issued for the actions of the Kwantung Army.

That an international panel immediately investigates these reports of crimes

That the Empire of Japan be held solely responsible for the actions of the Kwantung Army

I ask the Japanese Ambassador, why is he objecting to the motion? I would venture to say that the wording is rather modest, considering the heinous actions of the Kwantung Army. Let us not forget, my fellow ambassadors, that the Kwantung Army operates under the authority of the Empire of Japan. It fights in the name of the Empire of Japan.

When an army operates under the authority of a country and fights in the name of that country, does that country not bear the responsibility for the actions of that army's officers?

Let us be clear, my fellow Ambassadors, these allegations, if proven true, are some of the most heinous war crimes committed thus far this century, and they have been committed by an army that derives its authority from the Japanese state. The statement that the Japanese government knew nothing of this is either patently false, or indicates an inability or unwillingness to leash their military and ensure that precept of civilian control.

I am not certain which is worse.

Let us be clear gentlemen, the actions of the German Reich are in clear violation of the peace they signed.

The Soviet Union will stand by its obligations to its friends and allies in the East and West.

The Jewish people have historically been discriminated against by most nations of the world. The Polish Ambassador is to commended on his nation's solution.

The Soviet Union votes aye on the Japanese motion. The Soviet Union had no part in this whatsoever and looks forward to uncovering the plot. Heads of state cannot be unilaterally murdered.

The Kingdom of Rumania, believe that the investigation in to the heinous assassination of Engelbert Dollfuss, should be left to Austrian authorities without foreign intervention. We therefore vote Nay on the Japanese proposal.

However despite having voted against the motion, the Kingdom of Rumania proposes that the League of Nations provide assistance to the Austrian investigations made into the assassination of Engelbert Dollfuss, when/if Austria request assistance from the League with their investigations.

This will mean that countries that have advanced and have officially sort:

That the independence of Austria will continue to inspire their common policy

That the governments will agree to coordinate to defend the sovereignty of Austria from foreign intrusion

That the independence of Austria is key to the stability and peace of central Europe

That Austria is a historic and independent nation with a unique and sovereign people
Is respected by the league.

If this league is to mean anything it should mean that the sovereignty of a nation is sacrosanct. This proposal will be inline with that and the designated purpose or international cooperation of the league.

The Kingdom of Rumania has an interesting definition of hypocrisy, given that it did not invoke the notion of internal affairs when the League investigated the internal affairs of the Soviet Union. I am interested to hear their definition of the word hypocrisy.

The United Kingdom did not send its air force to bomb and attack Turkish servicemen without a declaration of war. What has been done by the Turkish government is tantamount to a war crime. We reject any notion that we started this conflict.
