1938 MOTIONS

-Abyssinian, to compel Lithuania to take part in arbitration to settle disputes with Germany and Poland: Defeated, with a Canadian and Japanese veto.

-Soviet, to accept the Mongolian People’s Republic as a member of the League: Defeated, with a Chinese, Italian, Bulgarian and South African veto.

-Chinese, to expel the Soviet Union from the League: Defeated, with a French, Abyssinian, Canadian and Japanese veto.

-South African, to endorse the creation of a Jewish Homeland in the Levant: Defeated, with a Soviet veto.

-Canadian, to reform the Covenant to establish a two-thirds majority: Defeated, with a Soviet veto.

-Soviet: To provide famine relief to the Netherlands, rebuild the flood barriers and dykes, and provide humanitarian assistance: Passed.

The Dominion of Canada offers the following motion:

LEAGUE OF NATIONS

A Motion


WHEREAS Article 8 of the Covenant of the League of Nations requires full and frank disclosure on armaments, naval and air programmes, and the condition of national industries for war-like purposes, and

WHEREAS Article 9 of the Covenant of the League of Nations requires a Commission to advise the Council on Article 8 and military, naval, and air questions generally, and

WHEREAS Article 10 of the Covenant of the League of Nations requires Members to undertake to respect and preserve against external aggression and territorial integrity and existing political independence of all Members of the League, and

WHEREAS Article 10 of the Covenant of the League of Nations further requires that in the case of any such aggression or in the case of any threat or danger of such aggression the Council shall advise upon the means by which those obligations shall be fulfilled, and

WHEREAS Article 11 of the Covenant of the League of Nations requires that any war or threat of war, whether immediately affecting any Member of the League or not, is deemed a matter of concern for the whole League and the League shall take any action that may be deemed wise and effectual to safeguard the peace of nations,

BE IT RESOLVED THAT:

The present state of war in Europe is presently a threat to the stability, safety, and territorial integrity of several Members of the League of Nations, including but not limited to Czechoslovakia, Estonia, France, Greater Serbia, Greece, Latvia, Lithuania, Luxembourg, the Netherlands, Romania, Slovenia, Switzerland, and the United Kingdom;

A Commission on the War in Europe shall be formed by the League of Nations to coordinate a single, unified response by the League;

The Commission shall be composed of one representative from each Member, and led by two Joint Commissioners - one representing Europe and one representing North America - selected by the Secretary General;

Decisions of the Commission on the War in Europe shall be made via a simple majority vote provided that both Joint Commissioners agree; should the Joint Commissioners vote opposed to the other then a two-thirds majority vote of the Commission shall be required;

The Commission on the War in Europe is authorized to pursue, develop, and coordinate the deployment of armaments, munitions, funds, naval ships, aero planes, tanks or armored machines, armed troops, administrators and logistical resources, and any other resources it considers necessary to the protect and enforce the Covenant of the League under the flag of the League of Nations as a single, unified effort;

Any Member may opt to not participate in the single, unified effort under the flag of the League of Nations by submitting a written notice to the Joint Commissioners and the Secretary General;

The Council of the League of Nations shall vote to affirm the continuation of the Commission on the War in Europe every second year for so long as the situation in Europe warrants.
