The Empire of Japan agrees to article 3 of this resolution and shall provide the international panel with all documents necessary to support their inquiry. However, we cannot agree to the bellicose wording of this resolution as currently presented.

Therefore, my government shall abstain on the resolution and shall cooperate with the international panel's investigation and recommendations.

I ask the Japanese Ambassador, why is he objecting to the motion? I would venture to say that the wording is rather modest, considering the heinous actions of the Kwantung Army. Let us not forget, my fellow ambassadors, that the Kwantung Army operates under the authority of the Empire of Japan. It fights in the name of the Empire of Japan.

When an army operates under the authority of a country and fights in the name of that country, does that country not bear the responsibility for the actions of that army's officers?

Let us be clear, my fellow Ambassadors, these allegations, if proven true, are some of the most heinous war crimes committed thus far this century, and they have been committed by an army that derives its authority from the Japanese state. The statement that the Japanese government knew nothing of this is either patently false, or indicates an inability or unwillingness to leash their military and ensure that precept of civilian control.

I am not certain which is worse.

Mr. Ambassador, my government objects to the specific wording of the resolution, which condemns the entire people of Japan for the actions of clearly dishonorable and disgraceful officers. We are in full and unequivocal agreement that this behavior must be fully investigated and punished accordingly. We, however, cannot agree to a blanket condemnation of our own nation and people. This is why we have chosen to abstain.

The League of Nations resolves
 
That according to the founding charter of this League, members have agreed to act with open, just and honourably with other nations and that the German violation of the Treaty of Versailles by their rearmement is tantamount to a violation of this charter.
 
Therefore, the League of Nations CONDEMNS the rearmament undertaken by the German Government and DENOUNCES the suspension of German elections and the restoration of the Hohenzollerns.

The restoration of the Monarchy can only be a good thing for Germany, as it will provide much needed stability to the nation. In this light, the Kingdom of Rumania, votes Nay on the French Motion.

Statement from Poland.

The republic of Poland is extremely concerned about the rising tensions between the German Reich and the French Republic. We sincerely believe that deescalation is necessary and passing resolutions condemning either parties would make things worse. That's why Poland will vote Nay on the French motion and will vote Nay on all the motions/petitions condemning the French occupation of Saarland.

Only direct negotiations between France and Germany would prevent the situation to deteriorate further and Poland proposes itself as a mediator if they need one.

Poland's thoughts on this subject is that it should be decided by the League of Nations in close cooperation with the different actors in the region. It is absolutely not Poland's wish to impose a location, but rather to seek multilateral agreements to make it happen.
