The League of Nations resolves

To INVESTIGATE the allegations of famine inside the Ukrainian Soviet Socialist Republic through a special Committee under the League of Nations

To DETERMINE, if the existence of a famine is proven, the extent to which the policies of the central government of the Union of Soviet Socialist Republics have intentionally created it, a task which will fall to the same special Committee

To PROPOSE, shall the existence of famine be proven, a relief plan based on international cooperation, a task which will fall to the same special Committee

The German Ambassador agrees, and also questions why the Soviet Union would oppose an investigation. If there was no famine, as they claim, it would be an opportunity to prove the detractors of the Soviet system wrong on the international stage.

The League of Nations resolves

To recommend an immediate ceasefire between Paraguay and Bolivia in regards to the Chaco War.

To recommend the attendance of Paraguay and Bolivia to a peace conference, in order to reach a settlement.

That an immediate arms embargo be established on both belligerents, only to be lifted for each belligerent at a time in which the ceasefire condition is met.

An expected response from the Soviet representative, with all the recrimination and acrimony one may anticipate. Such a reaction to offers of international cooperation is unsurprising, if disheartening.
