League of Nations - 1938

COUNCIL: The current permanent members are France, Britain, Italy, and Japan.

MEMBERS in 1938: Abyssinia, Afghanistan, Argentina, Australia, Belgium, Bolivia, Bulgaria, Canada, Republic of China, Colombia, Croatia, Cuba, Czechoslovakia, Denmark, Dominican Republic, Ecuador, Estonia, Finland, France, Greater Serbia, Greece, Haiti, Hungary, India (Dominion), Italy, Iraq, Japan, Latvia, Liberia, Lithuania, Luxembourg, Mexico, Netherlands, New Zealand, Norway, Panama, Persia, Peru, Portugal, Romania, Union of South Africa, Spain, Thailand, Turkey, Slovenia, Soviet Union, Sweden, Switzerland, United Kingdom, Uruguay, Venezuela.

WITHDRAWALS since 1933: German Reich, Paraguay, Nicaragua, Chile, Guatemala, Honduras, El Salvador, and the Irish Free State. Albania, Austria and Yugoslavia have ceased to exist, the latter of which has split in three entities with current membership (Slovenia, Croatia and Greater Serbia).

1937 MOTIONS

-Canadian, to condemn civilian deaths, promote civilian evacuations, and medical treatment for civilians and POWs in conflicts: Passed.

-Canadian, to commit to self-determination and liberty, prevent sectarian conflicts and ethnic strife, and send international observers to the Balkans, Austria and Far East:

-Japanese, to create a famine relief program and send proactive relief to conflict zones in China: Defeated, with a Canadian veto.

-Irish, to bring military force to prevent the Austro-German union, occupy the Saar and Rhineland, and institute sanctions on Germany: Defeated, with a Polish, Bulgarian, Chinese, Italian, Japanese, French, and Canadian veto.

-Irish, to send military forces to Iran and Iraq against the British Empire: Defeated, with a Canadian, Bulgarian, Polish, French, and Italian veto.

-Japanese, to expel the Irish Free State from the League: Void by Irish withdrawal.

-Spanish, to cease hostilities between the UK, Turkey, Iraq and Iran: Not voted upon..

-International, to allow entry of Slovenia and Croatia into the League: Passed.

-Albanian, to King Zog as the legitimate government of Albania: Defeated, with a Canadian and Italian veto.

The USSR is welcome to offer a homeland to the Jewish in its own territory. Secondly, the Levant should have its own right to determine over their future, that's not up to South Africa or League of Nations to decide.

The USSR is welcome to offer a homeland to the Jewish in its own territory. Secondly, the Levant should have its own right to determine over their future, that's not up to South Africa or League of Nations to decide.

Considering that our former good friends in the Soviet Union have decided that the Sovereign territory of the Kingdom of Rumania is something that is for their taking. We are not surprised that they believe that the Jew doesn't deserve their own homeland and should be subdued within the USSR.

Given Romania has repressed their people and workers, we believe that we do have the right to liberate your people.

Given Romania's previous signing of the anti-comintern pact, the USSR doesn't consider the Romanian government exactly good friends.

It's the unwill of the Romanian government to cooperate, the repression of Romanian workers and rights that has led us doing the actions we believe we need to do to liberate Romanians.

Would the Soviet delegation like to cite where the Kingdom of Rumania is a signatory to this so called pact? It would seem if anything you have pushed a friendly/neutral power away and are encouraging people into a course of action one would not otherwise have been obliged to take.

A Motion

To Amend Article 5 of the Covenant of the League of Nations to read as follows:

ARTICLE 5.

Except where otherwise expressly provided in this Covenant or by the terms of the present Treaty, decisions at any meeting of the Assembly or of the Council shall require the agreement of two-thirds of the Members of the League represented at the meeting.

While the intention of requiring unanimous decisions remains noble, we have seen this august body become trapped in a quagmire. Our actions are limited, our decisions few, and our impact weak. Reform is required for this body to have any effective purpose - at a time when global cooperation and action are desperately required - and the Dominion of Canada will be a leader in that reform movement. Without reform, this body will die. And it will die a slow, painful death - leaving a void in the public forum and damaging the dream of international cooperation.

We believe this would harm the interests of the USSR and that such a proposal simply would not work.

Given many nations recently left the League of Nations, this also implies that the League of Nations could better be called: "League of Some Nations", one that fails to represent all countries and its people in the League, and that only acts in the interests of very few nations, most oftenly those of the colonizers, the ones that share a western imperialist, capitalist and oppressive vision.
