Years ago, Sneakers O'Toole was given the job of drawing the district lines every 10 years.  But if RI only had one district, then he'd no longer have that privilege of drawing the lines since there'd be no lines to draw, and he'd move to New Hampshire.  Therefore, since the Rhode Island state government is holding out hope of one day getting their hands on O'Toole's sneakers, they fudged the census numbers in order to keep him in the state.
