Montana is pretty clearly moving out of its perpetual near-miss phase that had lasted since about 1960. The ancestral labor outposts have faded heavily in the past decade, the strength of the Native vote is in decline, Helena can't quite commit to the bit, and Billings and Great Falls put out far too many GOP raw votes between them. I'm sure that Steve Bullock's failed attempts to nationalize his brand haven't helped in this regard.

Alaska, Kansas, and Texas are probably the safest choices; Utah has real movement but it probably a generation behind those three.
