B. The French Republic shall lower tariffs on the following imports sourced from the Empire of Japan:

1. To zero base percentage points, rice.
2. To zero base percentage points, barley, millet, and sorghum.
3. To five base percentage points, all other whole corn or grain
4. To zero base percentage points, fish and marine animal products
5. To five base percentage points, milled flour.
6. To five base percentage points, baked or preserved foodstuffs, including bread, hardtack, and biscuits.
7. To zero base percentage points, soybeans and oilseed.
8. To zero base percentage points, processed textiles of cotton and silk.
9. To zero base percentage points, teas.
10. To zero base percentage points, porcelain and ceramics.
11. To five base percentage points, finished steel.
12. To zero base percentage points, all other clothing and fitted goods.
13. To five base percentage points, electronic and manufacturing components, miscellaneous
14. To five base percentage points, all unprocessed metal ores.

C. The French Republic and the Empire of Japan agree to share technical expertise through mutual industrial assistance and collaboration.

D. The French Republic and the Empire of Japan agree to coordinate on the construction of infrastructure designed to facilitate trade and economic cooperation.

E. This agreement shall be retroactively effective as of February 1, 1933.

Reaffirmation of the Little Entente and the Declaration of the Pact of Organization

Czechoslovakia, Romania and Yugoslavia, with the support of their fraternal partner the French Republic, today reaffirm their commitment to, and membership in, the “Little Entente.” The members reaffirm their adherence to the tripartite treaty of alliance signed at Strbske Pleso in 1930 and the French Republic reaffirms its treaties of alliance and friendship signed with all three members.

Recognizing the benefit of mutual cooperation, formal instruments of collaboration shall be formed in the coming year, including:

-The Permanent Council, to consist of the ministers of foreign affairs of the three respective countries or of the special delegates appointed for that purpose. Decisions of the council are to be brought unanimously. The council is designed to meet at least three times per year. The meetings are to be held in each of the member states and in Geneva during the session of the League of Nations.

-The Secretariat of the Permanent Council, to perform the day-to-day routine operations of the Little Entente. In addition, a certain section of the secretariat to function permanently in the seat of the League of Nations.

-The Economic Council, by which the member states declared their will to co-ordinate its economic interests as well.

In addition, recognizing the importance of peace and security in Southern Europe, an invitation to the Little Entente shall be formally extended to the Kingdom of Greece.

Franco-Polish Alliance of 1934
THE Polish Government and the French Government, both desirous of safeguarding, by the maintenance of the treaties which both have signed or which may in future be recognized by both parties, the peace of Europe, the security of their territories, and their common political and economic interests, have agreed as follows:

1. In order to coordinate their endeavours towards peace the two Governments undertake to consult each other on all questions of foreign policy which concern both States, so far as those questions affect the settlement of international relations in the spirit of the treaties and in accordance with the Covenant of the League of Nations.

Statement from the Elysee

The Hohenzollerns have again shown their true colors and have violated the sovereignty of a neutral and sovereign state of Europe. The German invasion of Austria is an unacceptable violation of the European peace and a shattering of the norms that preserved peace in the center of the continent for 20 years.

Germany must withdraw at once from Austria or consider diplomatic relations with the French government broken. If my government does not hear a response within 24 hours the French Republic will begin a partial mobilization in line with our and our allies’ obligations in the Stresa Front.

...In the event of any action which clearly threatened Latvian independence, and which the Latvian Government accordingly considered it vital to resist with their national forces and expressed such to His Majesty’s Government, His Majesty's Government would feel themselves bound at once to lend the Latvian Government all support in their power. Daladier Condemns Habsburg Invasion in Address to the National Assembly

“Yesterday evening, the Hungarian government, in violation of the terms of the Treaty of Paris, and in an unprovoked and unannounced act of aggression, invaded the sovereign territory of a French treaty ally. This is an act which the French government condemns. The French Republic demands an immediate end to hostilities and the withdrawal of all Habsburg forces from Czechoslovak territory. If such an end to hostilities is not effected within the next 48 hours, the French Republic will be forced to consider extra-diplomatic efforts in line with its obligations under the Little Entente and the Pact of Organization.

I wish to share with all of you what we are doing now. As of midnight tonight the Hungarian ambassador in Paris and his staff are declared persona non grata and must immediately depart. The French ambassador in Budapest has been withdrawn. All Hungarian assets in French financial institutions are hereby frozen. As we speak, our government is in close contact with our allies in Prague, and our partners throughout Europe, discussing all possible and practical measures which can be undertaken to afford aid to the Czechoslovak Republic.

Liberté, égalité, fraternité is more than a motto; it is an expression of French virtue, and we shall not abandon that virtue in the face of hardship. As we meet tonight the flame of Czechoslovak liberty is burning brightly against the threat of a renewed Habsburg tyranny which threatens to spread its sclerotic and medieval wings across the breadth of Central Europe. France shall not abandon her ally in the face of such a threat.”

Since the beginning of this week, Czechoslovakia has been the victim of the most brutal and most cynical of aggressions. Her frontiers have been violated. Her cities are being bombed. Her army is heroically resisting the invader.

The responsibility for the blood that is being shed falls entirely upon the Kaiser’s Government. The fate of peace was in Hugenberg’s hands. He chose war. France and England have made countless efforts to safeguard peace. This very morning they made a further urgent intervention in Berlin in order to address to the German Government a last appeal to reason and request it to stop hostilities and to open peaceful negotiations.

Germany met us with a refusal. She had already refused to reply to all the men of goodwill who recently raised their voices in favour of the peace of the world. She therefore desires the destruction of Czechoslovakia, so as to be able to dominate Europe quickly and to enslave France.

In rising against the most frightful of tyrannies, in honoring our word, we fight to defend our soil, our homes, our liberties. I am conscious of having worked unremittingly against the war until the last minute.

I greet with emotion and affection our young soldiers, who now go forth to perform the sacred task which we ourselves did perform before them. They can have full confidence in their chiefs, who are worthy of those who have previously led France to victory.

The cause of France is identical with that of Righteousness. It is the cause of all peaceful and free nations. It will be victorious.

Men and women of France!

We are waging war because it has been thrust on us. Every one of us is at his post, on the soil of France, on that land of liberty where respect of human dignity finds one of its last refuges. You will all cooperate, with a profound feeling of union and brotherhood, for the salvation of the country.
