German Reich:


Chancellor,

It has been a year of slaughter. Although the Reichswehr stands battered after the loss of many experienced men and the purge of the General Staff, Jodl has seemingly broken the deadlock in the West, and Manstein - with ample Polish aid - has stopped the Reds on the very gates of Pomerania. The war stands on the balance, with any future victories - fought between nations increasingly losing manpower - likely to be decisive for either side. Facing the dangerous specter of the two front war yet weathering it about as decently as possible, difficult and risky choices are ahead of you. Will you take advantage of yet another change in leadership in Bordeaux and find a way to close the Western Front? Make a deal with the Devils in Moscow - if such a thing is possible - to close the East? Or perhaps pursue Endsieg on all fronts, and let the dice fly high once more?

Despite the lack of elections and the abrupt dismissal of Beck and Fritsch, the home front appears to be reasonably, if not completely, stable. Manpower losses are a sore cause of growing unpopularity - as is the case for most belligerent nations -, but the aggressive courting of the German Catholic crowd has by and large cancelled out a potentially dangerous area of dissent. The balancing act has been successful thus far, with two remarkable exceptions. One of them is the growing hysteria over the approach of the Red Army and the chemical bombing of Konigsberg, which forces you to contend with millions of East Prussian refugees, and with cities gripped by fear of being gassed into oblivion. The other, of course, is the increasingly vast occupied areas in Czechia and Northern France, which are seeing increased partisan activity. How should these problems be addressed?

In a welcome contrast to the Great War, famine has been avoided and some semblance of trade maintained against the British naval strangehold, but the problems are far from over. For one, currency reserves are being bled white by the effort of purchasing whatever goods can be found. For another, oil shortages are growing more and more accute, threatening to limit some of the Reichwehr's potential and/or disrupt civilian life to a substantial degree. And while the amendment to the Neutrality Acts would technically allow for Germany to buy American goods, the North Sea Blockade and Gibraltar/Suez inspections would make a most difficult prospect. How will you keep the German war machine running?

British Empire:


Prime Minister,

1939 has been a most frustrating year. By and large, the British Expeditionary Force and the Commonwealth divisions have performed brilliantly, steadily decreasing casualty rates while showing themselves more than a match for any French or German infantrymen. And yet, the Allied position in the West has continued to deteriorate as France bleeds white, its change in leadership threatening the prospect of a separate peace and for Britain to be forced to continue the war alone... or seek an exit of its own. Pressure has certainly mounted to withdraw the BEF, with many - in what could be considered a self-fulfilling prophecy - starting to count France out. It is an unenviable task that awaits you, but it may just be that your leadership could be the only way left to save Britain from the throes of German expansionism.

Events in India and the Far East cannot be described as anything more than utter treachery. Bose has proved himself every bit a traitor, bringing large parts of the Raj - the jewel of the Empire - and its armies into his crusade for Indian independence. Jinnah, instead of showcasing loyalty, is seeking to profit for his own gains by pressuring the Viceroy for Muslim independence. And the dastardly Japanese have struck, isolating Borneo and Hong Kong - which clamor for reinforcements - while overrunning Burma and Malaya. The blow to British pride and prestige is not to be underestimated, and if unanswered, it could well empower more independence movements in the colonies that have so far escaped strife. To add further pressure, Australia is now under threat, the loss of which could be disastrous for the Commonwealth. What will you do?

Pressing as the international situation is, domestic policy cannot be neglected entirely. A General Election awaits in 1941, and it is uncertain how the Conservative Party will cope with it. Mosley's tirades calling for Britain to make peace and join the war against the Soviets gain more than a few enamoured looks from backbenches. Sinclair and Cripps increasingly find their own voices, calling the state of poverty and welfare in Britain appalling, and embracing increasingly radical proposals to transform British society. The cities, particularly London, are gripped with poison gas paranoia, and every plane - even those with the RAF - are viewed with distrust, as if bringing the sort of death from above that all too many cities have learned to dread. The King expects you to fulfill your promises, but remains a dedicated servant to the war effort. How will you keep the homefront in line while the world seemingly burns?

Republic of France:


Maréchal,

Having taken the oath of office, you are now President of the Republic. With France having gone through four premiers - Daladier, Herriot, Giraud and Reynaud -, there is a clear leadership void, one that your popularity and standing among the French people could well fulfill. In domestic terms, you must decide just what sort of Presidency you will pursue, and how to handle the politicians and the decadent Republic who have by and large led France to chaos. With Laval vetoed by the National Assembly - yet pushing you to become Foreign Minister -, you must find a premier. With elections due for this year, you must decide whether to hold them, under which conditions, and which parties to endorse. And you must also account for the public cry for order and stability. Will you be like the Bulgarian Tsar, and preserve democracy? Or follow the lead of Warsaw, and put the nation first instead of all this politicking?

The war, sadly, has not gone as expected since the hopeful days of 1938. Another generation has been led to slaughter on the trenches and the chemical discharges, Paris has been lost, and most recently, a debacle has erased an entire veteran army. France stands still and Marshal Blanchard plans for resistance until the end, from North Africa and the colonies if need be. Others - led by General Weygand, your colleague and friend - would seek an Armistice instead, seeking to save the French Army from further destruction by taking advantage of Berlin's pressing need to focus on the Soviet Union. Having been elected on a platform of a "Peace with Honor" while pledging to preserve Alsace-Lorraine, it may be quite a challenge to "square the circle". What is to be done about the war?

Although not the largest priority, disturbing reports from the French colonial empire also warrant your attention. In Algeria, to where large resources have been allocated to rebuild industry, anti-semitic rhetoric - espoused by many of your supporters in the National Assembly - has led to riots from French locals against the Jewish minority, leading local authorities to request guidance. In Lebanon, President Émile Eddé has pressured the local colonial administration to grant independence, following the Syrian model. And, most worrying of all, in French Indochina, Governor Jules Brévié has been assassinated in Hanoi in the middle of a speech, an attack that the local administration attributes to the rising communist and nationalist movements. With France having also signed an accord with Japan, the Empire's invasion of the Commonwealth also poses awkward questions, at a time in which French possessions are vulnerable. What will you do?

United States of America


Mr. President,

At long last, 1940 is upon us, and with it the next Presidential Election. Thus far, and in a nice contrast with FDR, you have no declared challengers for the Republican nomination, but with tension between conservatives and progressives, and isolationists and interventionists at a high level, you could still face trouble at the 1940 RNC. Your age (74) is also a matter of concern, as you are by far the oldest US President even. While succession - such as Vice President Roosevelt - could be attractive, any successor would not immediately inherit your own relative popularity, which makes for a risky proposition. Also explosive is the arrival of yet another Supreme Court vacancy after the death of a liberal Democrat Justice, forcing you to decide whom to appeal to with your next appointment. You must decide how to wage this year's campaign, what do you about the Republican nomination, and how to face the eventual challenger that faces you. Can you keep the Republican revival from being just a mirage, and secure a second term for the party?

Once thought unlikely, you have finally secured the first crack on the Neutrality Acts after reaching a deal with the Democratic House. Isolationists, of course - those not on the Lindbergh wing - are furious, considering a betrayal of your supposed isolationist credentials. But internationalists and anti-communists are invigorated, just as the arms industry that will secure new clients if the British blockade can be ever bypassed. Still, as the carnage in Europe and Asia continues to mount, difficult questions arise from the State Department on whether you should double down and seek to aid Britain and France through another amendment. And more difficult still, if you should listen to Manila and "Field Marshal" MacArthur's pleas and do something about the Japanese expansion in the Pacific, risking the electoral consequences. What will you do?

Over the past century, the US has strongly supported the Monroe Doctrine, seeking to adopt a tough line against European intervention in the Americas. In the late 1800s and early 1900s, said doctrine expanded to an interventionist line, leading to several occupations that were only partly phased out - Haiti and Nicaragua - on this decade. And yet, even in this isolationist mood, there are concerns that US influence in the continent, particularly in South America, is waning. Vargas' Brazil is ever more aligned with Atatürk's Turkey. Cardenas perseveres in Mexico despite sanctions making his economy scream in pain. Somoza in Nicaragua grows ever more powerful through foreign support, though his benefactor remains unknown. And in Chile, the Ibañez regime seems to have had heavy Spanish - and/or additional - backing, raising from very uncomfortable prospects. Will you seek to alter Latin American policy, or should these matters wait until after the election?

Soviet Union


Comrade Chairman,

Upon your rousing - if not entirely acclaimed - speech targeting the German Reich as the prime enemy of the Soviet Union, you've become closely associated with the current struggle with Poland and Germany. Indeed, having spent significant political capital in extricating the USSR from its wars with Japan and the Eurasian Alliance at some territorial cost, the outcome of the present struggle will likely cement your legacy as the Union's first Jewish leader... or bring it to an abrupt end. Despite grievous losses and crippling sanctions, the Red Army has overrun East Prussia, controls large portions of Poland and Romania, and new - if untrained - divisions are raised every day. You must now decide how to provide the killing blow to your enemies, whilst finding ways to reverse the significant damage to war production caused by the Eurasian ethnic revolts and get the Red Army - starting to benefit from Trotsky's intervention - into shape.

Although the bulk of 1938-1939 ethnic revolts have been brutally put down by the NKVD, and only the Caucasus remains something of a nuisance, recent commands have led to an unforeseen development. Having rallied behind the Soviet state under promises of revenge and territorial expansion made by Tukhachevsky, the Armenians have been disappointed - some would say betrayed - by the peace with Ankara. Ordered to march west to join the invasion of Germany, the Armenian divisions have mutinied, refusing to move from their country, large parts of which were devastated. This, in turn, leads to division within the Kremlin. "Hardliners" would have you send the Red Army and Yagoda's NKVD and crush any attempts at defiance, bringing the Armenians in at gunpoint if need be. Others would have you risk danger and seek a peaceful solution, either by ceding to their demands, or by rehabilitating men like Anastas Mikoyan - former Stalinist, purged from power but not arrested - to calm down the Armenian SSR. What will you do?

While the Soviet Congress awaits further changes to the Soviet constitution and the system of government, there are difficult questions to be answered regarding the high ranking positions, even after your not so subtle threat has quieted down overt opposition. While Trotsky appears satisfied with his new post and Head of State Kalinin does not mind his mostly symbolic position, many are gunning for the post of Vice Chair of the GKO, which amounts to being your deputy. NKVD Chairman Yagoda - ever more powerful - held it under Tukhachevsky, and expects to be reappointed. As your closest aly, Zinoviev wants it and probably expects it too. So does Krupskaya. Even Bukharin and Rykov are said to desire it, in what could be a useful overture to the Right Opposition. Lacking Stalin's iron first or Tukhachevsky's popularity - for now - how will you handle political intrigue?

Kingdom of Italy


Duce,

The current political crisis as a result of Pope Benedict's unprecedented intervention poses poses the first serious challenge to your position in a decade and a half, though it is perhaps a testament to your skill that, unlike Giraud, you have not been yet as seriously threatened as he was. Outraged by suggestions of collusion and/or a lack of effort in following through with anti-Communist rhetoric, the King has demanded an audience to receive your explanation. D'Annunzio and Grandi have separately urged you to convene the Grand Council of Fascism to see the crisis through, although they motives appear to be rather different for doing so. And while some allies, like Mosley, stand firmly behind you, Fascist parties and regimes in Catholic nations appear to have started to look towards Spain, Germany and Turkey instead for inspiration. Can you successfully weather this scandal? How will you react to the Holy See's apparent betrayal?

Minister Jung comes to your office, bringing two urgent economic reports. The first relates to exhaustive British inspections to all oil tankers entering Gibraltar and/or Suez, which, aside from creating a large and costly transportation jam, is starting to seriously harm Italian imports of oil. The second, shared by Ciano, relates to the 1940 Rome Olympics. Intended to be a triumphal show of influence matching the successful 1936 Berlin Olympics, large sums of money have been invested to transform Rome, Milan, Florence and other cites, a successful effort that has the nation ready to proudly host such an event. And yet, with most of Europe at war, it is unclear many nations would attend, with the prospect of a boycott hanging in the air as well. Will you be holding the Olympics anyway? And if so, can you host them successfully despite the present context?

Despite the horrors experienced on the battlefields of Serbia - battering entire divisions and leaving thousands of men disturbed -, you have succeeded on a goal previously thought very difficult back in 1933: you have build up a veritable Balkan Empire. Most of old Yugoslavia is now under Italian control, as is Albania. Bulgaria and Hungary are loyal allies, and Greece appears powerless to stop your rising influence. And yet, the hardest part may be about to begin. Slovenia's stability is disturbed by Tito. Pavelic struggles to keep control over Croatia and is now to swallow Bosnia. Serbian armies remain in the field, and the HSS will not be moved from their mountain strongholds. Even Albania sees trouble, as pro-Zog loyalists fight the prospect of relocation. How will you reorganize and protect your new Balkan dominions?

Empire of Japan


Prime Minister,

The Empire is again at war, and despite severe disappointments in China, it has found remarkably success fighting against a vulnerable Commonwealth. Singapore has fallen, followed by Burma and New Guinea. Australia and India lay vulnerable. The IJN dominates the seas, with only the US Pacific Fleet - still neutral despite MacArthur's desperate warning - being a potential challenger. Hong Kong and Borneo are ripe for the taking. But there is also trouble on the horizon. Logistical distances made it all but impossible to strike at Australia last year, and Burma's impossible terrain cannot support large amounts of men. Manchuria is now all but open to attack from Chiang and Zhang, even as both men fight each other. And against all the odds, the NRA has resisted the push against Nanjing yet again. Having become the modern equivalent of a Shogun, your performance in war will likely decide your fate. Can you lead Japan to victory against what is still the largest Empire on the planet?

Saionji Kinmochi, Grand Old Man of politics, and last of the Genro, has died. Bitterly opposed to militarism and military control over politics, his departure leaves a powerful absence in the opposition to your current regime. His funeral, however, provided Diet members with a chance to voice said opposition. The Diet remains temporarily suspended, but having run over its course, General Elections are scheduled for later this year, with both Minseito and Seiyukai pressuring you for at least a partial restoration of parliamentary rule and for guarantees on the health of isolated Emperor Hirohito. This poses a dilemma, for obvious reasons. You must now decide whether to hold such elections, which parties to allow - with the pro-fascist Kokumin Domei making a pitch to represent your views -, and how to conduct the government in the future. What will you do?

Republic of China


Generalissimo,

They said it is darkest before the dawn. China has faced difficult years through this decade, but against the odds, you and your Nanjing regime have managed to survive. The most decisive question facing you is the restart of hostilities with Tokyo, an onslaught that the NRA has managed to contain for now while managing to open the road to Manchuria and the fleeing Emperor Puyi. Yunnan and the Ma Clique have returned to the fold and Xinjiang has been restored, and the Southern Coalition does not bother you directly. Marshal Zhang, however, will not be swayed. And though Japan may be investing much of their resources in their war against Britain, they expansion poses an additional risk as supplying the ROC becomes more and more difficult, if not impossible. How will you conduct the war this year?

One of the biggest frustrations of the last few years of war - civil war and the struggle against Japan - has been the limited reliability of the warlord armies, forcing you to heavily rely on a National Revolutionary Army difficult to replace and almost impossible to keep equipped with the blockade. On and on the allegiances shift, making it difficult to marshal the nation's vast resources against the enemy. You've been forced to tolerate this situation out of a lack of options and due to the danger of further uprisings in the style of the Northern and Southern Coalitions. But there are those among your advisers who feel this path may not be sustainable for ever. The boldest among them would have you risk upsetting the balance to restore direct control over key regions or warlords, through underhanded means if need be. Will you listen to them? Or should the image of unity be put above its practical effects?

Polish Republic


Mr. President,

Another year, another successful story of survival for Poland. Acting in unison, Poles and Germans have forged an unexpectedly strong alliance, fending off the Red Army and delivering an important victory at the Danzig Corridor battles. Still, there are frustrating aspects to be found. For one, Poland cannot march the USSR in manpower, as precious men fall in gigantic battles. Large parts of the nation have been overrun, though all of them missing the key industrial areas. And much as it has been attempted, the Polish Army cannot yet break the gate into Ukraine, in what could pose a game changer for the war effort. Additionally, amendments to the US Neutrality Acts could mean the arrival of precious and vital war material, assuming, of course, you can get them through the British blockade of Germany or Italy if need be. How will you conduct the war this year?

There are several domestic decisions to be made this year. For once, General Elections to the Sejm are scheduled for his year, which requires an urgent decision on whether they should be held. And furthermore, whether opposition or friendly parties will be allowed to run - or given guarantees to do so -, and whether the Nonpartisan Bloc for Cooperation with the Government (BBWR), the Sanation aligned organization that represents you in the Sejm, will be reformed or altered. For another, the disturbing rise of anti-semitism - liked to anti-Soviet sentiment - has also hit Poland hard, with Cardinal Hlond chastising Jewish Poles for a "lack of patriotism", and reports of some pogroms in areas of Southern Poland previously ravaged by the Soviet Union under Tukhachevsky, allegedly sanctioned by the Sanation hardliners. Even in Cabinet meetings in Warsaw there is talk of patience having run out on your friendlier approach to ethnic minorities, with many wanting a firmer line. What should be done?

Republic of Turkey


Mr. President,

Despite having fought an invincible colossus, Turkey stands strong and whole as the Red Army withdraws. The Eurasian Alliance is arguably much weaker than it used to be in 1938, but it has also shocked the world by providing concrete proof of its might. The achievement has been crowned by a successful election, in which the base for future constructive opposition has seemingly been built. But there is much to be done yet. You must find a way to keep the Alliance together as paranoia over another war runs rampant. The Kurds refuse relocation to the Soviet Union, raising the uncomfortable prospect of having to adopt Faisal's brutal "cleansing" methods. The new opposition parties could be taken over by conservative Islamists as in the past, which could force you to dissolve them just like before. Can you keep the nation together in peace as in war?

Tragedy has befallen Turkey, right after the election triumph. Another deadly earthquake has struck the nation at Erzincan Province, devastating the region and causing even more damage than the previous event in Chile. Dozens of thousands are dead or missing, in what is said to be the second most powerful recorded earthquake in Turkish history. The local governor, Osman Nuri Tekeli, has urgently petitioned Ankara for a rescue operation as temperatures drop and many people are trapped. Though keen to assist, Cabinet has its concerns, as the extreme cost of the Eurasian War and/or other enterprises limits the amount of financial resources available to Turkey this year. What will you do?

Spanish Republic


Generalissimo,

Perhaps unexpectedly, Spain has seen its international standing in terms of anti-communist leadership expand over the past year, though not without a price. A close relationship with the new Chilean regime has caused alarm in much of South America, particularly for Peru, Bolivia and Argentina. Were it not for Marshal Balbo, the Spanish divisions sent via air bridge to Germany could have been shot down and a war started, and the French and Italian governments could well protest, issue sanctions or escalate the matter, aside from potentially closing their ports and/or skies. Just as important, British actions from Gibraltar have disrupted oil supplies across the Mediterranean, reminding you once again of the sore point that this fortress, traditional Spanish soil, poses for the nation. How will you conduct international affairs this year?

In contrast to partial international success, it has not been a kind few months in domestic terms. Acting out against your closing of the Cortes and declaration of war on the left, the PSOE and the remnants of the trade unions have launched a revolt of their own. While a far cry from the previous civil war, industrial and mining towns and cities are gripped with violence, disrupting the Spanish economy and forcing the Army and the Civil Guards - some of which have sided with the left - to scramble. National Service will drastically expand Spain's military capabilities, but the extended period of service has led to mass protests and a loss of popularity. And while Catalonia and the Basque Country may have been assuaged by continued self government, their new elections - which must be scheduled at some point - could provide an opening for any opposition to show strength. But most of all, CEDA and much of the right are furious, demanding an increasing amount of concessions, participation in government, and - at least from Carlism and Alfonsism - a restoration of the monarchy. How should all these matters be handled?

Union of South Africa


Prime Minister,

Though dispensing with the formalities, South Africa is now at war, with the 1st South African division distinguishing itself in the Orleans campaign against the Reichswehr. For better or worse, South Africa has sided with King and Commonwealth, and with the next General Election scheduled for this year, you must now face the public's verdict. After eviscerating the opposition last time around, the National Party has recovered some strength in the face of anti-immigration - particularly anti-Jewish - backlash, and its domination on rural areas ensures its overepresentation in the electoral system. Giving up the prospect of expansion on the mandates for now on will also have a price, and though the attitudes of the public towards the war are unclear, the Nationals will clearly be running on neutrality. The chance is there for you to consolidate your position as South Africa's most prominent and powerful leader... or for years of success to find an unexpected roadblock. What will you do this year?

Kingdom of Hungary


Your Majesty,

In rapid succession, you have avenged the second humiliation imposed on the Kingdom of Hungary. Canada is at war, having joined the Empire on its brutal struggle against the Hun. For the most part, Canadian forces have distinguished themselves, fighting bravely in Europe side by side with the French. And unlike the rest of the Commonwealth, facing electoral verdicts or the Japanese threat, you sit secure still, arguably capable of a larger commitment. However, there is only so much volunteers can do, with the army's expansion contained by the lack of conscription. The economic is also benefiting from the production of goods for the war effort, but key industries - particularly oil - lag behind still, in need of large funding and enormous infrastructure to take shape and further alleviate Britain's need for raw material and goods. As you don't have to face the electorate for at least two years, the time is ripe for risks... or for caution. What will you do this year, Prime Minister?

A Treaty to finally resolve the contradictions of the Balkans and to bring a final conclusion to the Third Balkan War.

REVISED

The signatories hereby resolve that,

The hostilities of the Third Balkan War are hereby concluded.

Alexander I of the House Karađorđević is singularly responsible for the resumption of hostilities in the Balkans with unwarranted aggression against the Kingdom of Hungary.

His Majesty George of House Karađorđević is to be enthroned as King of Serbia. The League of Rome will provide him with a yearly stipend to keep his court funded.

The Kingdom of Serbia renounces, in perpetuity, all claims to "Greater Serbia" and accepts in perpetuity the borders of the Treaty of Fiume.

The Kingdom of Serbia admits culpability for atrocities committed by the criminal "Regime of the Colonels", including crimes of aggression against their neighbors.

All parties agree to acknowledge the Kingdom of Italy as, by right, Master of the Adriatic, and the League of Rome as the guarantor of the security of the Balkans.

All signatories recognize the Kingdom of Montenegro under Italian protectorate, with Krsto Popović as Prime Minister, and His Majesty King Victor Emmanuel III of Italy as Regent, until an eligible member of the Petrović-Njegoš dynasty accepts the throne.

All signatories agree to the new borders laid out as follows, with a demilitarized zone spanning 15-25 kilometers away from Belgrade on the Hungarian side (see map)

In the Kingdom of Italy, for the signing of the Treaty of Fiume to bring Balkan hostilities to an end. It has been a long bloody struggle, with many martyrs, but with the martial prowess of fascism, the League of Rome has prevailed on the field.

Now, the arrival of Il Duce. He steps out his train to acclaim of the Royal Army soldiers and of the Blackshirts! They reach out in salute! Long live Il Duce they cry! Champion of Italy! Victor of the Balkan War! He is received by military band and banners and portraits! Il Duce embraces the hero of Fiume, Gabriele D'Annunzio, Comandante of the Carnaro and hero of the cause of the nation!

Here now arrives the Hungarian party. His Majesty the King, Otto von Habsburg, and the Prime Minister Admiral Horthy. The great survivors of Europe, who have defeated foe after foe and avenged the injustices of Trianon.

The Bulgarians have arrived, Tsar Boris III and his Prime Minister. The Bulgarian Tsar has put the Prussians to shame with his military skill, conquering Macedonia with great speed.

Now the moment all have been waiting for, the meeting of the three Great War Chiefs! Mussolini, Horthy, and Boris Saxe-Coburg! They embrace, shake hands, and pose for onlookers. These three men have reshaped the Balkans! From 1933, they have cooperated from afar, but now they are joined together!

Now the King of Hungary shakes hands with Il Duce, Il Duce greets the Bulgarian Prime Minister. There is great jubilation, for all the sacrifices, and betrayal of the plutodemocracies and Serbian provocateurs, at last there is victory!

Now Poglavnik Pavelic arrives, he shakes hands with Il Duce, who he has known for many years. There is applause, and greetings.

(Reel shows Admiral Horthy speaking, with King Otto solemnly agreeing next to him)

"It is not shameful to admit what had befallen Serbia is a tragedy, but they have only themselves to blame, for has the Serbian people merely forgotten what they had done to the Bosniaks a mere few years ago?"

(Reel now showing the King of Hungary himself)

Under the brotherhood and friendship of Horthy and my leadership, Hungary has taken a bold, new, step forwards in the future. The Spanish Government invites the former Monarchy to return to Spain as a constitutional head of state, like the Monarchy in Britain.

All parties shall be summoned to a constitutional convention, held in Madrid this summer, to define the powers of the monarch.

The Prime Minister shall introduce the Canadian Petroleum Act, to establish a national oil company, True North Petroleum. TNP will be funded by a 5% user fee tax on the pump price at gas stations and the profits from its sales, after an initial transfer from the general fund is used to stand up TNP. The Director-General of TNP is tasked with prospecting, drilling, processing, and selling all oil, gas, and petroleum in the Dominion.

The Prime Minister shall introduce the Canadian Rail Act, to establish a national rail company, CanadaRail. CanadaRail will be funded through the profits from its sales, after an initial transfer from the general fund is used to stand up CanadaRail. The Director-General of CanadaRail is tasked with planning, constructing, operating, and maintaining a nationwide rail system, for both freight and passenger travel. The rail network must include transport to each province and territory. CanadaRail further has a specific duty to transport TNP products to and from the oil fields, processing centers, ports, and markets.

Il Duce's Night Train to Warsaw



Il Duce, Benito Mussolini, reportedly after lengthy and intense discussions within the government and an audience with His Majesty the King himself, has departed the country with Count Ciano and Justice Minister Count Grandi by train for Poland. Departing at 10 in the evening, the Duce's train left Venezia Santa Lucia, cutting across Slovenia, through Hungary, Slovakia, and into Poland, the frontline nation. A few days later, the Duce's train pulled into Warszawa Główna, where he was received by an Honor Guard of the Polish Army. Il Duce was then received by men of the Legione Internazionale delle Camicie Nere Antibolsceviche, who acclaimed their leader with salutes and shouts of "Saluto Al Duce" and "Eia Eia Alalà!" Il Duce was filmed by the newsreel cameras in the station and boarding a car, with the sounds of bombs going off in the distance audible. Due to wartime conditions there was no parade, and Il Duce proceeded to the Presidential Palace without crowds.

At the palace, Il Duce was received by President Adam Koc, and they were filmed shaking hands and embracing. Il Duce spoke to respectable crowd of journalists, soldiers, and government officials at the Presidential Palace, declaring that "Italy swears on her word of honor that Poland will not be lost without the most intense struggle."

Il Duce had private negotiations with President Koc and sat in on military discussions of the Polish war chiefs, and promised both privately and publicly to step up the Italian military commitment for the defense of Poland. "We will expel the Red invader, and we will save Europe from barbarism!" That Sunday, Il Duce attended mass with President Koc, and was photographed receiving Holy Communion. Il Duce then took a night train back to Venice, where the work of government continues.

With the next Summer Olympics scheduled - but not confirmed - to be held in August 1940 if conditions allow, in the city of Rome (Kingdom of Italy), the International Olympic Committee (IOC) has now opened bids on countries that wish to host the 1944 Summer Olympic Games. Nominations will be open through the first half year, with the IOC voting and making a formal decision in the second half.

Treaty of Fiume



A Treaty to finally resolve the contradictions of the Balkans and to bring a final conclusion to the Third Balkan War.

REVISED

The signatories hereby resolve that,

The hostilities of the Third Balkan War are hereby concluded.

Alexander I of the House Karađorđević is singularly responsible for the resumption of hostilities in the Balkans with unwarranted aggression against the Kingdom of Hungary.

His Majesty George of House Karađorđević is to be enthroned as King of Serbia. The League of Rome will provide him with a yearly stipend to keep his court funded.

The Kingdom of Serbia renounces, in perpetuity, all claims to "Greater Serbia" and accepts in perpetuity the borders of the Treaty of Fiume.

The Kingdom of Serbia admits culpability for atrocities committed by the criminal "Regime of the Colonels", including crimes of aggression against their neighbors.

All parties agree to acknowledge the Kingdom of Italy as, by right, Master of the Adriatic, and the League of Rome as the guarantor of the security of the Balkans.

All signatories recognize the Kingdom of Montenegro under Italian protectorate, with Krsto Popović as Prime Minister, and His Majesty King Victor Emmanuel III of Italy as Regent, until an eligible member of the Petrović-Njegoš dynasty accepts the throne.

All signatories agree to the new borders laid out as follows, with a demilitarized zone spanning 15-25 kilometers away from Belgrade on the Hungarian side (see map)

A STATEMENT FROM BELGRADE

1. We, George of the House of Karadordevic, hereby give notice of recanting our forceful and unlawful renunciation to the throne of the Kingdom of Serbia, imposed upon Us by the Usurper Alexander, formerly "King" of Serbia and Yugoslavia, and warmonger responsible of the calamity that has befallen our people.

2. As the rightful son and heir of the late Peter I, We hereby assume the throne of the Kingdom of Serbia as the lawful King.

3. In recognition of his services to the Crown at a time of great need, Our illustrious friend and distinguished soldier and statesman, Mihailo Petrovic Alas, is appointed Prime Minister of Serbia, until such a time in which a new Constitution is adopted and occupation forces depart our country.

4. Though we deny that Our nephew Prince Peter's could be described "King of Serbia", we hereby provide a full and immediate pardon to him, his mother, and his brothers. Upon his return to Belgrade, We will proclaim him Crown Prince, until such a time in which a son is born to Us.

5. Following God's good advice, We shall be seeking a bride to be made Queen Consort of Serbia.

6. The traitor Draza Mihailovic is hereby sentenced to death. Any loyal citizen who is instrumental in the return of the Princes will be suitably rewarded.

We French do not want to relive the horrors of the Great War and lose yet another generation of young men. Australians are well familiar with the horrors of Passchendaele. There is likely a greater threat brewing closer to home for you, Mon ami.
