are you asking if it's mutually exclusive for a country to both have a "strong economy" and " 'free' public health care" at the same time?  It's not clear.

Indeed, if we're talking about normal people and not the ultra-rich. Because when people and economists refer to a 'strong economy,' they're more often than not talking about an economy even more friendly and lucrative than usual for the ultra-rich and the top 1%. They aren't talking about the millions of lower-income and middle-class people. For them, a 'strong economy' only means their employers are raking in even more profits - it doesn't mean that they get paid more or get treated better.

They are actually pretty complementary.

The problem with the initial response to covid was rushing to lockdown without any actionable plans or guidelines for what would govern re-opening other than some vague appeal that it would follow "the science." 

"Two weeks to slow the spread" somehow eventually became a public vaccine mandate enforced by OSHA.  There was a lot of unemployment, learning loss and collateral damage in between.
