Why is Norway the only country on earth where this happens?

Weak.
There is a legitimate question why Norway differ from Denmark and Sweden on this. Norway have had four deadly terror attack the last 12 years (two right wing, one Islamic and one with unclear motives[1]), Sweden has had two (a right wing and a Islamic one) and Denmark one (Islamic). The Norwegian attacks has also been deadlier. Some of the reason can be that SÄPO and PET are better or have more resources than PST.
[1] Deranged lunatic who had converted to Islam, but didn’t really came with a coherent reason.
