They're the same as 2012 and 2016 even though 2020 is not part of the 2010s.

Why is it that 2020 also uses the 2010 census populations in calculation?

Is it because the candidates started their campaigns in 2019 (or before that)?

The census apportionments were not released until mid-2021

Census surveys are conducted during every year ending in 0. Because it takes time to process the data for apportionment purposes, elections conducted during census years are always done using the previous decade's apportionment data, since the release of that year's apportionment data is usually done in the subsequent calendar year, which would be too late for electoral college adjustments for that year's presidential election.
