Dole considered a one-term pledge and had an aneurysm in 2001. I'm guessing he considers stepping down in 2000 but hangs on as per the scenario, defeating someone not from the disgraced Clinton administration (probably John Kerry), then drops retirement plans to demonstrate strong leadership post-9/11. Republicans go full neocon in 2004.

Was Gore the losing candidate of 2000? If not, or just keeps it close enough, he may indeed give it another shot in 2004 and win.
