Neither of them really. The Democrats, while they gained more than the Republicans, the map is still at least a bit biased towards Republicans. The American people, however, are the biggest losers of this redistricting cycle, as fewer states emerged out of this redistricting cycle with fair maps than before. The only real winners were whichever party controlled the state legislatures/governorships.
