LGC 7.5 - Lincoln Assault Weapons Ban and Buyback Act

I. Title and Intent: This bill is to be titled the Lincoln Assault Weapons Ban and Buyback Act. The intent of this bill is to limit the ownership of assault weapons, as used in recent domestic terrorist attacks.

II. Definition
“Assault weapons” shall be defined as: “semiautomatic firearms with a large magazine of ammunition that was designed and configured for rapid fire and combat use."

III. Assault Weapons Ban
Upon passage, semi-automatic firearms, including the following attachments, will be banned from public and private sale, ownership, manufacturing, and usage in the region of Lincoln.
Detachable magazines
Pistol grip
Vertical forward grip
Flash suppressor
Barrel shroud
Those found in possession of, selling, or manufacturing such products in the region of Lincoln can be subject to up to forfeiture of any or all assets relating to said products,  including manufacturing materials and profits, as well as prison time.
No citizen of Lincoln shall be arrested under the possession of, selling, or manufacturing of such products until Section IV. takes effect.

IV. Government Buyback of Assault Weapons Program Establishment
The government of Lincoln shall establish a buyback program of any and all assault weapons purchased since June 1, 2017. All participants with valid receipts of purchase shall be entitled to equal or up to 1.5x the price paid in relation to the date of purchase.
No criminal charges shall be filed against any willing participant under this legislation if an individual willingly forfeits their weapon or weapons.
The government of Lincoln will have one (1) year following passage of this legislation to have a fully functional program, prepared to intake, buy, and dispose of assault weapons.

V. Passage and Dates
This legislation, once passed and signed by the Governor, shall take effect unless specified below. Sections of this legislation shall not be enforced until the dates specified below:
The Buyback of Assault Weapons Program, as specified in Section IV, shall take effect one (1) year following the signing of this legislation.
The Assault Weapons Ban (Section III. Provision 1) shall take effect one (1) year following the signing of this legislation.
The Assault Weapons Ban (Section III. Provision 2) shall take effect eighteen (18) months following the signing of this legislation.

How much is this going to cost?

Also why are only post-2017 guns eligible for compensation? Does that mean pre-2017 guns are grandfathered legal? Or that yall are just stealing them outright?
