the complete theoretical territory of Idi Amin-ruled Uganda is teleported from 6AM Kampala time, the day before the start of Operation Entebbe in 1976 to 6 AM Kampala time, the day before the start of the Siege of Tobruk in 1941.

Any ideas as to effects, butterflies?

I also find them entirely pointless.

It is a matter of personal taste. But it's very popular within a big subsection of the alternate history fanbase. (AH.com has a whole section mostly dedicated to them)

Malcolm Huke was sending people from the present into the past in 1974 in Jon Pertwee "Doctor Who" - https://en.wikipedia.org/wiki/Invasion_of_the_Dinosaurs - although AH fandom members who wrote ISOTs don't tend to be completely unconcerned that people with knolwedge of the future are now in the past like the Third Doctor is about Grover and Whitaker at the end of that tv story.
