Let's say Jeb Bush elected Governor of Florida in 1994 then runs for President in 2000 and defeats Al Gore, then governs as a wartime President after 9/11 and faces John Kerry in 2004.

I don't think much changes. Maybe Ohio flips if Jeb doesn't focus as much on gay marriage but other than that I think Jeb would be a more competent version of W, especially if he chooses someone like Dick Cheney as his running mate.

President Jeb Bush (R-FL) / Vice President Tom Ridge (R-PA) ✓
Senator John Kerry (D-MA) / Senator John Edwards (D-NC)

Jeb would be pretty similar to George except he would be less charismatic (there was something to be said for George's goofy Texan folksiness), less reliant on gut feelings while still very much listening to the neocons around him, and tougher on deficit spending. He may be tactful enough to win over the UN Security Council on invading Iraq, but invades in any case. Meanwhile, the economy is worse off with domestic programs languishing, but he scrapes by thanks to the gay marriage ballot initiative in Ohio, Hispanic outreach in New Mexico, and a home state advantage in Florida.

The only way Jeb is running for President in 2004, is if there's a Bush/Bush ticket in 2000 (and Dubya doesn't run for reelection) or Dubya retires in 2004. In that scenario Jeb would be the heir apparent, though he'd probably have to get past McCain in the Republican primary.

There's no other scenario where he's the incumbent in 2004, as that would would require him to have won in 2000, which is ridiculous as it would mean he would have started campaigning for President immediately after winning office as Governor of Florida.

Okay. I thought the scenario either stated that he was in his first term in 1998 (in which case he'd literally be running as rookie Governor) or that both Jeb and George won in 1994, in which case, I think Jeb would defer to George quite honestly.
