Pennsylvania

Gains a seat, up to 19.

PA-1 is black majority, PA-3 is black influenced, and PA-2 with downtown Philly is a bit of everybody.

PA-4 voted for Biden but is Safe R because of a popular congressman.

5 and 6 are the Democratic suburban Philly seats, and PA-7 is the Democratic seat for the Leigh Valley.

8, 9, and 10 are Scranton, Reading, and Lancaster, all GOP.

11, 13, 14, 15 are all Safe R rural seats.

PA-12 is Biden+1 for Harrisburg, more conservative than the 4th but more likely to elect a Democrat. That's probably still unlikely tbh.

16 and 17 are the two Pittsburgh seats, east and west respectively. Finally 18 and 19 are the Safe R western border seats.

Overall I'd say 11R-8D.

Texas loses 2 seats, down to only 34.

As I fantasize an independent commission taking over, plenty of Republicans are out. There are at least 3 Houston Dems, 4 DFW dems, 2 Austin dems, 4 southern Dems, and El Paso.

This finishes the series for 2020, as this state regains its 4th seat back from the 1980s. All seats are Safe R of course.
