What changes if he runs then instead of 2020???

Most likely he loses the nomination to HRC and has to drop out in March after embarrassing showings in the February contests and on ST. Subsequently, after Trump's election, Biden is no longer considered a potential candidate for 2020 and we end up with a different nominee that year. I'm not convinced it's Sanders though, since more establishment oriented Dem voters unite behind another candidate (maybe Klobuchar, Bloomberg, Booker or Butti). Not sure how 2020 ultimately turns out, BUT there's at least a case to make Trump wins reelection against someone else. So take it with a grain of salt, but it's possible Biden staying out of the 2016 race indeed saved us from a 2nd Trump term.

If HRC somehow manages to lose the nomination in 2016 (say, Sanders never gets so strong), which is still a real possibility given how much anti-HRC sentiment there was even among Dem circles leading into 2016, or Obama endorses Biden in the primaries already, I believe Biden actually ends up beating Trump in November. However, since congress remains in opposition to the WH, Biden is stuck to protect Obama's legacy and govern via executive action. 2018 midterms still end up in a disaster for Dems with 57-58 GOP senators and a ~ 250-185 R House. Biden is either considered an underdog for 2020 or just doesn't run again. His VP (Warren, most likely) ends up winning the nomination in an uneventful primary, just to go on losing to the GOP candidate in November 2020. Said prez then comes in with a governing majority in congress while Dems are decimated downballot across the board.
