Pro-Ukrainian hackers shut down the PCP website and threaten to reveal secrets of the party:

Pro-Ukrainian hackers have shut down all of the Communist Party's websites. The group sent a memo to CNN Portugal saying that they had "neutralized the websites" of PCP, silencing "for minutes those who want to silence ours". The group also threatened the party, saying that this was a warning and advised them to reflect on their actions, adding that next time they will reveal some secrets of the party.

PCP confirms that their websites are offline but didn't confirmed, yet, if they were victims of hacking.

Local by-elections: Góis parish, Coimbra district, votes this Sunday.

The around 1,700 registered voters in Góis parish, Góis, Coimbra, will vote to elect a new parish assembly after disagreements between parties regarding the formation of a local management. The PSD won the elections last September with 36% of the votes, followed by an Independent movement with 33%, the PS with 24% and CDU with 3%.

As there was no majority, the PSD had to negotiate with the Independents and the PS, but no deal was reached and the Independents and PS members resigned from their seats and forced the calling of a by-election. 3 lists are on the ballot: PSD, CDU and an Independent movement. PS didn't present a list.

PM Costa warns about increasing wages due to inflation and says that no additional wage increases are expected for now:

PM Costa announced, this morning, at the PS National Commission, that the government will implement the planned wage and pension increases from the 2022 rejected budget, in order to not fuel an inflation spiral. Costa warned that we should not embark in the theory that power purchase increases with growing wages, as, according to him, "[by increasing income] we would only increase production costs more and prices would increase and we would go under the illusion of increased income that would quickly be eaten up by rising inflation". The PM announced that NMW will grow to 750 euros in 2023, with the goal of 900 euros in 2026. Costa was criticized, from left to right, about not having no references in his Government Program to inflation, with PSD, and even BE/CDU, advising Costa to update wage and pensions with inflation, something that Costa is now rejecting.

The Russiagate is back on the news. This time, Público newspaper reports that the internal audit results, done still during Medina's term, were never published and, according to the newspaper, it would reveal that the depth of leakage of personal data of activists to Russia, and/or other countries, was much bigger than what was public. In July 2021, CDS proposed a new audit, an external one, to fully analyse the matter but, in between, Medina was defeated in the local elections and a new local executive was sworn in. So, during last March, the deputy mayor of Lisbon signed a dispatch to initiate an external audit "with urgency" and that all steps to resolve the matter are being taken.

2022 budget: Government presents the major policies to parties, which accuse the government of "hidden austerity".

The government is presenting, this morning, the major lines and policies of the 2022 budget, to be publicly presented next Wednesday. Opposition parties are leaving the presentation stunned and are accusing the government of a hidden agenda of austerity. The government predicts a 4% inflation rate and a 1.9% deficit. Economic growth forecast will also be lowered. PSD accused the government of promoting austerity by not updating wages and pensions to inflation, adding that the government believes the the current inflation rise is temporary, while the PSD disagrees. CHEGA also says that austerity is coming with this budget and that the country should be prepared. IL accuses the government of being "disoriented" as he says the numbers of the government don't add up. PCP calls this a bad budget, and wants the government to fix price limits and rise wages and pensions to stop inflation. On their part, BE accuses the government of downplaying the effects of inflation, adding that rising inflation means cuts in pensions and wages.

At the same time, other stories are also dominating the headlines:

- Former Prime Minister and President Cavaco Silva wrote an op-ed in Público newspaper, trashing Costa. Cavaco wrote that Costa has a very "weak level of political courage" and that his new cabinet needs to have courage to promote big reforms in the country, especially because of the pandemic and the war. He also wrote that "lies and rhetoric don't create wealth".

- The DA office is investigating BE MP Mariana Mortágua because of the controversy of her receiving payments for being a pundit on TV, while still also earning a wage as an MP, which is forbidden by rules. Parliament has already ruled she indeed broke the rules but that her situation was now resolved as she returned the money. However, the DA suspects that, nonetheless, a crime could have been committed and is now investigating the matter.

"Turmoil" in local government: Porto mayor, Rui Moreira, wants to leave the mayors association because of the decentralization process.

The transfer of competences from the central government to local government on matters of education, healthcare and others, the so-called decentralization, is creating a clash between the mayors association (ANMP) and Porto city mayor. Mr Moreira accuses the government of transferring all responsibilities to local government, but with no money to manage it. Indeed, several city halls across the country have been rejecting these transfer of responsibilities because of the lack of funding from the central government. The head of ANMP, Luísa Salgueiro (PS), is advising Moreira to be solidary with other mayors and help finalize the decentralization process.

Reactions to Moreira's decision are showing a clear party divide: PSD mayors are siding with Moreira in his criticisms to ANMP and propose postponing the decentralization process to forge a deep review of the process. PS mayors, on their part, are giving full trust to ANMP's decisions and accuse Moreira of inappropriate actions.

- GDP growth of 4.9% in 2022;

- Creation of a 60 euros support for poorer families to buy groceries;

- Wage increase for Public employees of 0.9%;
- Increase of 10 euros for pensions bellow 1,108 euros;

- Increase in spending for the Education system, totalizing a budget of 7.7 billion for 2022, with 600,000 new laptops and investment in energy independent schools;
- 2,5 billion euros in Defense investment, around 1.1% of GDP;
- Overall public spending to reach 105.9 billion euros in 2022 (the highest ever);
- Taxes on alcohol, tobacco and sugar items to increase 1%;
- Fuel tax reduction of 21 cents in gasoline and 22 cents in diesel until June 2022, with an extension possible;
- Carbon tax suspended;

In the budget presentation, Medina said this a budget with fears but that has "protected shields" and rejected the claim that this is an "austerity budget". Nonetheless, the minister said that because of inflation and the rise, bellow the rate of inflation, of wages, the government will inject 7.6 billion euros in supports, from businesses to families, in order to prevent a drop in purchasing power.

In reaction, parties from left to right are criticizing the budget, with the sole expection of the PS, of course. PSD pressed on the view that this a budget with "hidden austerity" as it doesn't solve the problem of lack of wealth growth and that the government is downplaying inflation. CHEGA said that with this budget, families will lose income and that the budget is basically a copy of the one rejected last year. IL labeled the budget as "half-budget", adding that the government "gives with one hand, and takes with the other" and announced their provable vote against. BE also pointed that the budget is basically a copy of the rejected 2022 budget, but that, because of inflation, families will lose income. Livre says they don't like the budget, but their vote is not yet decided. On their part, the PS says the budget is responding to the urgent needs of the country, but that they are open to dialogue.

Pundits argue that the government numbers for GDP, deficit and inflation are "too optimistic", that the budget is basically a copy of the one rejected in October, with some updates in the numbers, and that the government can say whatever they want, but the reality is that families and pensioners will have less money by the end of the month.

Ukrainian President Volodymyr Zelensky will speak to the Portuguese Parliament next week, on 21 April, at 3pm.

However, there's already a controversy as PCP isn't confirming their presence in the speech, and the party says that it's analysing the matter internally. PCP was the only party to vote against Zelensky speech in Parliament. It wouldn't be the first time that PCP skips a major speech by a foreign leader: in 1985, when US President Ronald Reagan visited Portugal and gave a speech in Parliament, PCP refused to be present in the speech prompting Reagan to joke that the "chairs in the left side of Parliament were uncomfortable".

Azores: Reshuffle in the PSD/CDS/PPM regional government to be announced Monday.

The President of the regional government of the Azores, José Manuel Bolieiro, announced that his cabinet will be reshuffled and that the names will be announced next Monday, after presenting the new cabinet to the Representative of the Republic in the islands. Mr Bolieiro promissed to do a government reshuffle after the January 2022 general election, in which his AD coalition got 34% against the 43% of the PS.

Last week, CHEGA also announced they will not support the PSD/CDS/PPM government 2023 budget and that their support for the regional government was "over". However, all of the parties in the Azores "rolled their eyes" to CHEGA's position and criticized the party for its timing and for not being credible anymore. The sole Independent MP in the Azores assembly, a former CHEGA MP, even accused the party of being "hungry for attention" and that the party's position is a non issue as they change positions over and over again.

The new regional cabinet was presented this morning. It's smaller compared with the previous one, and has more PSD members in it, rather than Independents. As expected, the opposition, PS, BE, PAN, are criticizing the reshuffle as "more of the same" and "too little too late", but CHEGA is now "retracting" their earlier position in which they announced the end of their support for the AD regional government:

In reaction to the reshuffle, CHEGA's regional MP, José Pacheco, hailed the changes in the cabinet but added that more needs "to be cleaned". He also added that it's now time for the regional government to "show it can do better" and they will wait to see the results.

He refuses any talks or deals with CHEGA saying that the PSD has no room for "racists, xenophobes and populists", and criticized those who are ambiguous regarding CHEGA, a clear gibe to Luís Montenegro. He added that, if elected, he will form a shadow cabinet which will include people that supported and that didn't supported him as, he said, he wants to unify the party. He also promissed a strong opposition to Costa, adding he will be an "energetic" adversary against Costa and the PS.

Former Finance Minister João Leão under pressure to explain his nomination as deputy dean and management of funds, he approved as Finance Minister, of a public University :

Just 3 weeks after leaving office, former Finance Minister João Leão is in the middle of a controversy surrounding his nomination as deputy dean of the public university ISCTE, and the management of funds he himself approved for this same public university when he was Finance Minister. Two days after leaving office, João Leão accepted the job of deputy Dean of ISCTE, and then Público newspaper reported that Leão was going to manage funds he himself approved for the university as minister. This is raising the accusation of a blunt case of conflict of interests, which is raising even more questions as Leão's former colleague in Government, Manuel Heitor, former Higher Education minister, told the newspaper that he proposed several funding projects to the minister but only the ISCTE one was approved. Mr Heitor says he was surprised by the sole approval and was disappointed with Mr Leão.

Around 8 million euros will be invested in ISCTE, and João Leão is denying any wrongdoing saying that the amount in question was already written in the budget last October. However, the rightwing parties want more explanations from Leão: PSD and CHEGA have asked that the former minister should be questioned in Parliament, and PSD also asked that former Education minister, under Sócrates, and current Dean of ISCTE, Maria de Lurdes Rodrigues, should be questioned.

Many accuse, especially from the rightwing, that ISCTE university is like a branch of the Socialist Party, in which former PS ministers and members are easily employed in the university, and many of the party's young generation were formed in this same university.

PCP has decided to not attend Zelensky's speech tomorrow: The party's caucus leader, MP Paula Santos, said that the party will not attend the speech because they accuse Zelensky of being a leader that "personifies a xenophobic and warmongering power" and that he's supported by fascist organizations. The party also presses on the view that Parliament is being "instrumentalized" for war reasons and that the goal should be to reach a ceasefire.

The speech is schedule for tomorrow, 21 April, at 5pm, Lisbon time.

Their arguments today were completely lunatic. What a trainwreck. They are literally, word by word, following Putin's guidelines. It would be interesting to have some polling to see how this is impacting the Communists share of vote.

Also, you have to acknowledge it, the Portuguese electorate was quite prophetic. Just imagine what would be a PS minority supported by PCP/BE... what an embarrassment it would be right now.

The Sócrates vs Costa "catfight" is back in the news:

A new biography on former PM and President Mário Soares, is resurrecting the old feud and mistrust between José Sócrates and PM António Costa. In this new biography, in which Costa was interviewed, he talks about the controversial visit to Évora state prison, where Sócrates was incarcerated, in December 2014. Costa said that Sócrates "cheated" the PS and lied to him, adding that Sócrates used Soares as a shield because Sócrates didn't want a one to one talk with him.

This is the first time that Costa gives a very blunt and clear statement regarding Sócrates and his relation with him. In reaction, Sócrates accused Costa and the PS of "knavery" and "intrigues", adding he is being humiliated by the party and that he never lied. His corruption case ruling, given in April 2021, is still being reviewed by the Appeals Court.

Some updates:

The fallout of the Communists non presence in Zelensky's speech is still making headlines. After the speech, the PCP caucus leader said it was an "insult" Zelensky's use of the 25 April date to compare the Russian evasion with the Portuguese dictatorship, adding that the 25 April was to end a dictatorship and war. Other parties continue criticizing the Communists position.

Still on the PCP controversy, President Marcelo also reacted by saying that "we are almost all Ukrainians, some are not". PCP leader Jerónimo de Sousa responded to the President's remark, saying his proud to be Portuguese adding that he's sympathetic to those affected by the war and that the party is being honest and coherent in its defense for peace.

There was also a minor controversy as PM Costa didn't applaud Zelensky's speech. Law specialists say that Parliamentary protocol forbids Government officials from applauding in the Chamber, but the media found images of Costa applauding King Philip of Spain speech in the Chamber in 2016, and in 2018 applauding the President of Angola speech, also in the Chamber. There are also archive images that show former PM Mário Soares applauding Ronald Reagan's speech during his visit in 1985.

On the new 2022 budget, the PSD announced their vote against, with the still PSD leader Rui Rio accusing the government of forging a budget that will cut purchasing power equivalent to half of a Christmas bonus. The first vote on the budget will be held next week on 29 April.

The PSD leadership race is already on the ground with both Luís Montenegro and Jorge Moreira da Silva hitting the road. Montenegro held a presentation rally in Aveiro district, while Moreira da Silva was in his home town of Famalicão, Braga, for also his presentation rally to party members. Moreira da Silva is criticizing Montenegro for his "dubious" position regarding CHEGA, while Montenegro says he doesn't want to talk about CHEGA over and over again, adding that that is the PS's strategy, and that his main goal is to defeat the PS.

Currently, CDS is in deep financial trouble and is having problems paying the rent of his headquarters. The Lisbon Patriarchate was contacted by the media and said that they still haven't received any proposal, but they didn't say a deal is off the table.

CHEGA buying the CDS headquarters is terrible and also weirdly appropriate... I guess they should make it perfect by buying up a couple offices in the PCP headquarters as well.

Well, PCP is still a very rich party, alongside the PSD it's one of the richest parties in the country, even though they were hammered in the elections. BE is in a much worse situation and is already firing people, merging and also selling headquarters and cutting costs. Curiously, I have no idea where CHEGA is going to find 7 million euros, but it's very likely that CDS may be forced out as they are bankrupt and the Lisbon Patriarchate wants to value its realestate.*

*Although, I think it goes against the Church's values to mistreat those who are poor. Wink

25 April ceremony in Parliament: President Marcelo asked for more respect and funds to the Armed Forces.

The Parliamentary ceremony to celebrate the 48th anniversary of the 25 April 1974 revolution was held this morning in Parliament. The President, the Speaker and representatives of all parties represented in the Chamber gave a speech. President Marcelo asked for more respect to the Armed Forces, adding that they need more funds especially in this time of war. He added that without strong Armed Forces, our "peace, freedoms, democracy and safety" will be very weakened, and that we should recognize the importance of the Army in the life of the homeland. Speaker Santos Silva hailed Portugal's openness to the world and labeled as a precious good in times where hate is growing. He also evoked the war in Ukraine as the "most serious threat in decades". During Santos Silva's speech, the ceremony had to be interrupted as a staff member of Parliament fainted and had to be helped. The 8 parties represented in Parliament also gave speeches:

- PS deputy caucus leader, Pedro Delgado Alves, reminded that this is the first 25 April without President Sampaio and thanked him for his services in fighting for democracy. He warned that a lot of people are disappointed after 48 years of democracy and that they are not "enemies of April", and that is the job of moderates to stop them from being instrumentalzed by those who are the real enemies of April;

- PSD leader Rui Rio also talked about the growing extremes and advised that the solution is reforms "with courage and without hypocrisy" rather than Cordon sanitaires. He said that "the solution is in ourselves", to face reality with courage and the celebrations of the 25 April can also be a time of "serious self-criticism";

- CHEGA leader André Ventura said that a "lot of April failed" and asked President Marcelo to not condecorate those who "killed and expropriated in Portugal". He said that politicians should say sorry for the people for failing in several areas from Justice, to young people without opportunities and for the families who had to leave the colonies and that were left to their fate;

- IL MP Bernardo Blanco said that the Portugal of today lacks "April's nonconformity" to remove Portugal from stagnation, adding that Portugal is "socially hypnotized and politically disconnected". He also said that Portugal is not doomed and we need to break up with what is still left from the Estado Novo regime. The MP concluded by evoking the war in Ukraine saying that "democracy is difficult to conquer, but easy to lose";

- PCP caucus leader Paula Santos, said that the 1974 revolution ended the exploitation and misery that a big part of the population was suffering. She also spoke against those who "impose single thoughts" and that are constantly antagonizing those with different opinions, a clear response to those who attack PCP due to their position in the Russia-Ukraine war;

- BE MP José Soeiro hailed the role of women in the revolution, and that not everything is OK and that it's time to hear the people who aren't in the "framed portrait of notables". Mr Soeiro pointed the problems in the welfare state, which is failing, the problems on healthcare and the lack of affordable housing;

- PAN leader Inês Sousa Real started by warning that peace and democracy aren't a sure thing, evoking the war in Ukraine. She highlighted the issues women still face today, from wage discrimination to lack of support in cases of domestic violence, and that it's time to fight against sexism and fight for female emancipation;

- Livre leader Rui Tavares said that the "fight for freedom" is equal to the "fight for equality". He said that Education was one of the biggest conquests of the revolution, and that the democracy created after the revolution, gave the possibility for many people to be educated in a scale unprecedented in Portugal's 900 year history.

After the speeches, the National Anthem was sung and played, as well the "Grândola Vila Morena" song, but CHEGA MPs left the chamber as the song started to be sung.
