Section 1. Title

1. This resolution may be cited as the

Section 2

Article 5 of the Official Senate Procedures and Rules for Operation is amended as follows:

Senate Rules


Article 5: Motions to Table

1.) Any Senator can, during a period of debate, with the support of one other Senator, introduce a motion to table the legislation.

2.) The PPT shall open a vote on the motion to table. This vote shall last for a maximum of two (2) days during which time the Senators must vote. Voting may be declared final at any time if the motion to table has been approved or rejected, and if a majority of senators have voted.

3.) For the motion to table to pass, two thirds of those voting (excluding abstentions) must support the motion.

4.) Tabled legislation shall be taken off the Senate floor by the President pro Tempore.

I very much appreciate this bill being listed as well as the PPTs decision to coordinate on bringing it to the floor quickly so that we can return to regular order. I think the 17 of us Senators who enjoy playing this game should support this endeavor as well as a forthcoming rule change proposal to limit non-germane amendments.

Fully support this package. It's time we closed this hilariously, but also idiotically large loophole, while also preventing bills from being completely hijacked for a myriad of poor reasons.

After the mess of the past 48 hours or so, I think it’s clear this change should be made, along with one to remove the ability to completely retool bills to fit a new purpose (amendment coming soon)

I don't see any reason to raise the threshold for simply bringing legislation to the floor and the "in good faith" section is totally subjective and could be abused by any PPT so raising the threshold to 2/3 seems unwise.

Why are we enemies? We take an oath to be good, the rule requires good-faith. Id like to think that any of my fellow Senators who are not Calamity would reject bad-faith actions like the momentary retardation of WD on the 2 minute votes. Calamity is the only Senator Im aware of who has made shameful comments about "muh this game is dumb so im going to ruin it and kill it for everyone else because im a douche". Like, do the other Senators really plan on abetting blatant bad-faith?

Aye. Though I'm not entirely sure which would be better, I'd err on the side of not letting the PPT control this entirely. It's relatively easy to get 1/3 of the senators to support the PPT on something that might be crazy in this environment.
