From the Mid 70s to early 80s The Bronx particularly the South Bronx was the most burnt out area of America it looked as worse as Detroit, Gary, and East St Louis, even during the 1977 World Series the Bronx was burning nearby during one of the games. But when did the Borough came back to life?

There's been significant development there since the city's Ten-Year Housing Plan, started in 1990. Affordable housing, chain stores, and banks moved in (though not primarily in poor or minority neighborhoods), and the National Civic League acknowledged the comeback by designating the Bronx an "All America City" in 1997. Significant investment continues, as does revitalization of existing buildings and construction of new ones (to a lesser extent post-Great Recession), but the community maintains the highest rate of poverty in New York City.
