Voters don't see Walker as competent or qualified to hold office, so the campaign needs to continue the strategy it adopted this fall of minimizing the role of the candidate. This is harder when there are only two people on the ballot and no other offices up for election, so it would help a lot if Republicans won one but not both of Arizona and Nevada, making this election a referendum on control of the Senate and acting as a check on Biden. This didn't work in 2020, but I don't see a better strategy.
